<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 12, 1988 <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Benke, seconded by Williams, to CONTINUE CONSIDERATION <br />OF PROJECT 88-23 TO THE APRIL 26, 1988, CITY COUNCIL MEETING. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Project 88-26 <br /> <br />Proper had nothing to add to the staff report regarding the <br />Donatelle watermain extension, but indicated there is an easement <br />required for this project. <br /> <br />As there were no questions or comments, Benke moved, seconded by <br />Brandt, to CLOSE THE PUBLIC HEARING. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Mot i on by Benke, seconded by Wi 11 i arns, to CONTINUE CONSIDERATION <br />OF PROJECT 88-26 TO THE APRIL 26, 1988, CITY COUNCIL MEETING. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke commented there may be a perception that projects were <br />brought in with which council did not agree; explained that <br />staff's job is to make recommendations to the council for consid- <br />eration (staff recommendations, budget, public input, etc.). The <br />fact that council rejected sevey'al of Proper's recommendations to- <br />night speaks for the success of the process and not necessarily <br />for the quality of the work that has gone into the studies. Benke <br />feels the involvements and the discussions led to good decisions. <br /> <br />Williams stated he feels very fortunate that the city has the kind <br />of staff it has and encouraged Proper and others to continue to <br />make the kinds of recommendations they think are necessary from <br />their professional perspective and whether the council agrees or <br />disagrees is not a reflection of their professional ability. <br />Williams further stated the council factors in a lot of informa- <br />tion before making decisions -- which is the essence of team work; <br />and summarized that the council and all citizens are very <br />fortunate to have people like Proper on staff. <br /> <br />Council Business <br /> <br />Benke indicated Bill Keifer (co-owner of the Garden Grove apart- <br />ment complex) asked that he be given an opportunity to respond to <br />the staff report and to negotiate a solution. <br /> <br />Berger reported the Citizen Study Committee formed a subcommittee <br />to review the issue; the Committee outlined the alternatives and <br />is recommending denial of the petition. <br /> <br />Alice Teague, resident manager of Garden Grove, was not aware the <br />subcommittee was at her site; Pam Schmitz, Citi zen Study Commi ttee <br />Chair, indicated they received Teague's input at the Citizen Study <br />Committee meeting prior to the subcommittee's review of the site. <br /> <br />Page 6 <br /> <br />Project 88-26 <br />Dona te 11 e <br />~Ja termai n <br />Extension <br />8:30-8:3lpm <br /> <br />Council Business <br /> <br />Petition: Parking <br />on 5th St. S.W. <br />Report 88-106 <br />
