<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 12, 1988 <br /> <br />Skallerud stated the Army indicated thera may be up to a 60-day <br />lag period but the Army has assured the attornies that all inter- <br />est charges would be paid by the Army pursuant to litigation <br />settlement. <br /> <br />Motion by Williams, seconded by Benke, to AWARD THE BID FOR THE <br />TEMPORARY G.A.C. WATER TREATMENT SYSTEM (PROJECT 88-27A) TO CARBON <br />AIR SERVICES, INC. IN THE AMOUNT OF $388,895; AND TO AWARD THE BID <br />FOR THE WELL REDEVELOPMENT AND PUMP MODIFICATION WORK (PROJECT 88- <br />27B) TO KEYS WELL DRILLING COMPANY IN THE AMOUNT OF $279,655. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Ken Johnson, Park Board Chair, read the Park Board's report on the <br />Community Center Study, as requested by council. The Board's re- <br />commendation was, if the council i3 serious in pursuing the issue, <br />to form a task force with a broad community advisory board base, <br />follow up with 0 community survey, and a study by a consultant. <br /> <br />Benke tends to agree that we have not demonstrated a need for a <br />center only because we have not gone out and done our homework yet <br />to determine whether or not there is a need. However, in looking <br />at what is happening with the School Board and their decision on <br />the Edgewood facility, the changing demographics, and the changing <br />senior programs, he is not ready to write off the need to question <br />without doing some additional work. Benke indicated he would sup- <br />port looking at the process further, and asked if the Park Board <br />has had a chance to thi nk through that process in detail. <br /> <br />If the council would like the Board to proceed with a survey, <br />Johnson asked for direction. <br /> <br />Benke senses the suggested task force would include not only the <br />Park Board but also local organizations, citizens, and perhaps the <br />School Board. <br /> <br />Johnson stated they had also reviewed the issue with Mounds View <br />and Arden Hills and, at that time, there was not an interest; but <br />indicated the situation may be changing. <br /> <br />Sinda stated he had been contacted by an administrator of the <br />Ramsey County Court System who indicated they may be looking at <br />more space in New Brighton (two courts and administration); the <br />facility we have now does not allow that; advised them Edgewood is <br />possibly going to be reactivated as an active school and that we <br />may be looking at additional space for a community center with <br />which the court may wish to be involved. <br /> <br />S i nda further commented that II commun ity centel' kinds of thoughts" <br />were also discussed at the strategic planning and at the Town Hall <br />Meeting; believes it should be surfaced as an issue so people can <br />give us input to see if it is what we really want to do here in <br />New Brighton and indicated the best way to get that input is <br />through a survey. <br /> <br />Page 8 <br /> <br />Park Board Report <br />on Community <br />Center <br />
