<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />Apri 1 12, 1988 <br /> <br />Sinda reported that Bill Morris has done about ten surveys of <br />other cities in the metropolitan area so he has a lot of data <br />about city services. As the city is planning on doing its citizen <br />survey in January, possibly it will wish to work with the Park <br />Board and others to do it earlier and include questions about a <br />community center. <br /> <br />Sinda suggested having Bill Morris speak to council and all boards <br />and commission members in the next month or two to discuss survey- <br />ing, how it works out, what is happening in other communities. <br /> <br />Councilmembers suggested inviting local civic groups (Rotary, Jay- <br />cees, seniors, etc.), pre-school/latchkey organizations, program <br />providers, etc. <br /> <br />Williams believes the Park Board did a good job with the report; <br />now council needs to determine what it wants a center to do (in- <br />vok~ community spirit versus providing activities, or something in <br />between); and, because maintenance and ongoing operations cost a <br />lot, he expressed concern that a survey would be done in such a <br />manner that it yields good information (questions need to be pro- <br />per 1 y phrased, i. e. "WoU 1 d you be wi 11 i ng to pay for II rather <br />than "wou1d you like "). <br /> <br />Benke believes a brainstorming session will be a good way to get <br />started; and asked Park Board to work with staff to organlze and <br />sponsor that session at the appropriate time. <br /> <br />Locke distributed an updated version of the proposed resolution <br />authorizing acquisitions and condemnation; the updated version <br />clarifies reference to Exhibit A and areas to be affected by the <br />Phase One portion Tax Increment District #15.
