<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 22, 1988 <br /> <br />Page 9 <br /> <br />diversion of what was intended to be a discussion of the <br />values of having a charter in the county to local gov- <br />ernment consolidation; Faricy informed the delegation <br />only two or three hours had been spent on the topic and <br />he did feel it was appropriate for the Commission to <br />continue to study that issue without a separate source <br />of funds earmarked for that type of study; and Faricy <br />also felt the Commission might look at joint powers <br />agreements for consolidating services while maintaining <br />a high quality. <br /> <br />Sinda expressed concern for the City of New Brighton <br />being studied without the City having an opportunity to <br />provide input; although he does not mind looking at con- <br />solidating services, he hopes they include New Brighton <br />in the study so they can understand what happens with <br />consolidated and shared services (forester, swim in- <br />structor, fire protection, and police protection). <br />Sinda believes it would be worthwhile for the Commission <br />to look at what is already going on as a base for the <br />study. <br /> <br />Ramsey County League of Local Governments Update: <br /> <br />Ramsey County <br />League of <br />Loea 1 GO'Jf~rn- <br />ments Update <br /> <br />Sinda stated the League had a presentation by Tim <br />Flaherty (Briggs and Morgan) explainin; the property tax <br />proposal favored by the Coalit~on of Outs tate Cities, <br />Minneapolis, and St. Paul; Williams stated it was fairly <br />clear that not many of the Ramsey County League members <br />were very enthus i ast i c about the appl'oach. <br /> <br />Property Taxes <br /> <br />Sinda stated the proposal would place $200 million into <br />a pool of money, would do away with homestead credit, <br />and would send a lot of money to outstate Minnesota; the <br />suburbs are not keen on it because, according to house <br />research, 65% of taxes generated by the state are gener- <br />ated in the metro area and only 45% of those taxes comes <br />back to the metro area; the formula would send more dol- <br />lars outstate so the percentages would change again <br />(understands they are changing at the rate of 2% per <br />year). <br /> <br />Larson reported on the Ramsey County League of Local <br />Governments meeting where a presentation was made on de- <br />segregation and how it will affect the metropolitan <br />area: within the next five years it is anticipated that <br />bussing will be necessary (3,000 being bussed to the <br />suburbs, and 300 from the suburbs being bussed in); <br />looking working on a solution now to try to prevent that <br />from being mandatory from the federal government; anti.. <br />cipate going up to or over 50% minorities within the <br />next five years (Minneapolis is currently 44% minori- <br />ities, while St. Paul is between 33-35% minorities); <br />this is something that will have to be reviewed by all <br /> <br />Desegregation/ <br />Bussing <br />
