I

I

I

Council Meeting Minutes
March 8, 1988

Da~lene Martin, 1859 Mississippi street, stated she does not want
to see the street wider on her side if its being done just for
continuity.

Chuck Wolf, 3207 Mississippi Street, supported Wagners's statement
and wonders if the street i~ built to accommodate the nine-ton 18-
wheelers that use the street; and asked what a residential street
life span would be.

Benke explained one of the reasons long lake Road is full of pot
holes (scheduled for reconstruction by the County) is because the
County did not do maintenance work on the road over the years; so
it is better to treat Mississippi today rather than wait five
years when repairs would cost more. Proper indicated properties
on long Lake Road will be assessed from $1500 to $1700.

Wagner, with respect to the speed and commercial traffic issue,
suggested stop signs on Mississippi Street might reroute traffic;
Benke stated historically stop signs have not been a favored solu-
tion to speed enforcement but reference will be made to Police
Chief Kelley.

Benke acknowledged receipt of letter from resident at 2007 Missi-
ssippi Street and a petition from residents on Mississippi Street.

Motion by Williams, seconded by Gunderman, to CONTINUE THE PUBLIC
HEARING ON 1988 IMPROVEMENT PROJECT 88-18 TO APRIL 12, 1988.

5 Ayes - 0 Nayes, Motion Carried

Proper indicated the next three hearings related to
sidewalks and, therefore, do not require continuation;
the skeletal sidewalk system was developed in 1970 as
of a project by the Citizen Study Committee; and that
project on tonight's agenda were ordered by the City
1985.

unassessed
and stated
an outcome
the three
Council in

Project 88-19 (Fifth Street N.W. sidewalk between
Old Highway 8 and Hansen Park)

Proper reviewed the history of the city's skeletal system and the
proposal for the sidewalk on the south side of Fifth Street for an
estim~ted $42,903 and, if approved, it could be combined with the
overlay project; and showed slides of the area.

Benke noted a lot of trees and shrubs are on the right-of-way that
would have to be removed; Proper indicated a lot of poles would
have to be moved, also.

Williams asked why this was included in the skeletal plan; Proper
indicated a network of sidewalks connecting to Old Highway 8 was
designed to provide people a means of going places (i .e., Hansen
Park) without using a vehicle.

Williams did not believe there were many traffic generators from
Old Highway 8 to Hansen Park.

Page 11

Project 88-19
9:56-10:30pm
