<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 8, 1988 <br /> <br />ticn and questioned his dollars being spent on the project; (2) <br />agreed the street needs improvements in some areas but asked why <br />the residents would pay 25% of the total cost when the car wash, <br />the benefitting user, is not being assessed; and (3) indicated ~he <br />street has a high level of traffic and supports commuter traffic. <br /> <br />Proper indicating residents are being special assessed 25% of a <br />32-foot residential street; Sinda explained the residents on <br />Mississippi Street are not assessed any more than assessments for <br />a residential street. <br /> <br />Wagner stated traffic counts are high; and believes 32/441ths is <br />still to high. <br /> <br />Benke stated: the city has in place the assessment ratio of 25%; <br />the difficulty comes when we begin to allocate costs upon who uses <br />the road; everyone has been assessed at that ratio and he would <br />not be comfortable changing that. <br /> <br />Wagner asked if it would be possible to seek other funds; Benke <br />stated the city is receiving a majority of funds from the State <br />gas tax funds that are not available for residential streets. <br /> <br />Sinda stated, of the $523,000 total for the project, only $92,300 <br />will be special assessed. <br /> <br />Mark Nelson, 2135 Mississippi Street. asked if the residents are <br />paying to have the street widened; Proper indicated State Aid <br />funds would be used to widen the street. <br /> <br />Nelson asked if the city assessed for seal coating; Proper respon- <br />ded it does not because it is considered maintenance; Benke added <br />there are different levels of maintenance and the overlay adds to <br />the structural strength; Sinda stated each city is different (it <br />is this city's policy that an overlay or reconstruction will be <br />Special Assessed; seal coating is Special Assessed in other <br />cities). <br /> <br />Nelson expressed concern about the speed with the new surface. <br /> <br />Dennis Martin, 1859 Mississippi Street, asked how the street would <br />be widened; Proper indicated six additional feet would be added to <br />each side of the street. <br /> <br />With regard to the non-assessing of the car wash, Proper indicated <br />Mississippi Street is the property's long side and, following the <br />city's policy, would be assessed when the short side of the pro- <br />perty (Leona Street) is assessed for a project; and Proper will <br />check out ownership. <br /> <br />Resident stated her neighbor did not get an assessment; Proper <br />will check the address with Ramsey County_ <br /> <br />Page 10 <br />
