<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 8, 1988 <br /> <br />Project 88-18 (MSA streets Rehabilitation) <br /> <br />Proper reviewed the feasibility study and slides pertaining to the <br />four State Aid streets that are being proposed for rehabilitation; <br />there will be a two-inch overlay from curb-to-curb and the crown <br />restored as needed; origin~lly in 1990 Capital Improvement Pro- <br />jects but was moved because we can use Minnesota State Aid Funds <br />for these projects; all streets are 20-25 years old; will be fix- <br />ing curbing and sidewalk as needed at the same time. The project <br />would be completed by this Fall and the Special Assessment Hearing <br />would be in August, 1989. <br /> <br />Gunderman asked if the storm sewer at the intersection of 14th and <br />23rd would be changed as part of the Freedom Park Improvement; <br />Proper responded it would. <br /> <br />Gunderman questioned how deep the milling at the curb would be; <br />Proper indicated it would be two inches. <br /> <br />Gunderman asked how the city is guaranteed the old curbing will <br />not be damaged; Proper indicated there will be some chipping when <br />the machine is milling the curbs but there are standards that the <br />industry recognizes but specific standards would cost the city a <br />lot of money. <br /> <br />Larson asked if there is any reason for the additional 12 feet on <br />a portion of Mississippi Street; Proper indicated the additional <br />footage is being proposed for continuity and to provide for park- <br />ing. <br /> <br />Benke asked if we could get MSA funds for rehabilitation if we do <br />not widen the street; Proper believes we can as long as we have <br />the 32-foot street and restrict parking on both sides. <br /> <br />In response to Williams.s inquiries, Proper indicated old curbing <br />would be less susceptible to chipping than new curbing and we <br />could ask the contractor to repair damaged curbing, but raised the <br />question "What is reasonable?" <br /> <br />With regard to the Foss Road Project, Beverly Aplikowski, Lakeside <br />Mobile Home Park, asked if Foss Road would be narrowed to make <br />room for the sidewalk; Proper indicated it would not but it would <br />be included in the same contract as the street. <br /> <br />With regard to the Fifth Street Project, resident questioned the <br />assessment costs; Proper indicated there would be a Special Asses- <br />sment Hearing in August of 1989, with the assessments first pay- <br />able in 1990 to be paid either in one lump sum or spread over <br />about a five-year period (the actual time period will be deter- <br />mined at the Assessment Hearing). <br /> <br />There were no questions on the 14th Street Project. <br /> <br />With regard to the Mississippi Street Project, Dave Wagner, pro- <br />perty owner of 3252 Mississippi Street, (1) indicated the street <br />and sidewalk in front of his house seems to be in excellent condi- <br /> <br />Page 9 <br /> <br />Project 88-18 <br />9:04-9:50pm <br />
