Tay Kersey, representing IGA (Rodney Billman Construction Company), proposed a follow-up study by the Engineering Department that would consider other alternatives (possibility of another culvert coming across or even a third one, if the 15" is not sufficient, at the same time the County is upgrading the road); and questioned why the entire area on the northwest corner of the intersection is not being included in the assessment. Proper stated that property would require another storm sewer sys- tem; there are a number of erosion problems on County Road E to Salvation Army property; St. Anthony, on a number of occasions, has proposed a joint storm sewer project with Columbia Heights, New Brighton, and St. Anthony to alleviate those drainage problems. We are not intending to pick up that water in the system so we are not assessing that property; the small pipe there now would have to be replaced or left as is to take care of that drainage. Brandt asked if there are any Brighton of assessing people being drained by the proposed or before the April 12, 1988, other instances in the for storm sewer drainage system and would like a council meeting.. City of New who are not response at Benke stated the St. Anthony overflow issue needs to be addressed; and noted the city would be a lot better off if we had the road plans (both north and south) and the JUO site under control so we knew what the total system would look like; believes it would be cheaper per unit on a larger project basis; and asked if there are any low-cost alternatives to get by for the five or ten years. Brandt would like to know if there is any possibility of ditching along the north side; Williams asked about a permanent retaining wall. Larson, regarding what will be going on with County Road E, asked that staff try to coordinate the efforts with Aspen Glen in attempting to do something about the collection (implementation of a short-term grating system). Williams asked what the comparative cost would be to pick up the water on the street and run it underground to Birch Pond's pond. Proper stated staff had looked at that possibility, but believes the cost would be greater than a storm sewer, but will look at it closer.
