<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 8, 1988 <br /> <br />Resident stated the main thing is to avert some of the water and <br />to channel it to the west. <br /> <br />Tay Kersey, representing IGA (Rodney Billman Construction <br />Company), proposed a follow-up study by the Engineering Department <br />that would consider other alternatives (possibility of another <br />culvert coming across or even a third one, if the 15" is not <br />sufficient, at the same time the County is upgrading the road); <br />and questioned why the entire area on the northwest corner of the <br />intersection is not being included in the assessment. <br /> <br />Proper stated that property would require another storm sewer sys- <br />tem; there are a number of erosion problems on County Road E to <br />Salvation Army property; St. Anthony, on a number of occasions, <br />has proposed a joint storm sewer project with Columbia Heights, <br />New Brighton, and St. Anthony to alleviate those drainage <br />problems. We are not intending to pick up that water in the <br />system so we are not assessing that property; the small pipe there <br />now would have to be replaced or left as is to take care of that <br />drainage. <br /> <br />Brandt asked if there are any <br />Brighton of assessing people <br />being drained by the proposed <br />or before the April 12, 1988, <br /> <br />other instances in the <br />for storm sewer drainage <br />system and would like a <br />council meeting.. <br /> <br />City of New <br />who are not <br />response at <br /> <br />Benke stated the St. Anthony overflow issue needs to be addressed; <br />and noted the city would be a lot better off if we had the road <br />plans (both north and south) and the JUO site under control so we <br />knew what the total system would look like; believes it would be <br />cheaper per unit on a larger project basis; and asked if there are <br />any low-cost alternatives to get by for the five or ten years. <br /> <br />Brandt would like to know if there is any possibility of ditching <br />along the north side; Williams asked about a permanent retaining <br />wall. <br /> <br />Larson, regarding what will be going on with County Road E, asked <br />that staff try to coordinate the efforts with Aspen Glen in <br />attempting to do something about the collection (implementation of <br />a short-term grating system). <br /> <br />Williams asked what the comparative cost would be to pick up the <br />water on the street and run it underground to Birch Pond's pond. <br />Proper stated staff had looked at that possibility, but believes <br />the cost would be greater than a storm sewer, but will look at it <br />closer. <br /> <br />Motion by Williams, seconded by Larson, to CONTINUE THE IMPROVE- <br />MENT HEARING ON 1988 IMPROVEMENT PROJECT 88-9 UNTIL APRIL 12, <br />1988. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page 8 <br />
