<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 8, 1988 <br /> <br />Danny Dahms, 675 Fourth Avenue, indicated the city has problems <br />balancing its budget and asked where the city would get dollars to <br />pay for equipment and staff to plow the sidewalks. <br /> <br />Benke stated the city owns equipment, construction would be paid <br />from State Aid gas tax funds, and personnel would not need to be <br />increased. <br /> <br />Williams asked what the destination is for the sidewalks. <br /> <br />Mrs. Downs, 478 Ninth Avenue N.W., noted she did not want side- <br />walks. <br /> <br />Benke stated the skeletal sidewalk systems follow the busier <br />streets and allow people in the residential area to go to shopping <br />centers and schools. <br /> <br />Richard Hayward, 407 - 11th Avenue N.W., noted other sidewalks in <br />the city are on the north side of the street and homes face the <br />sidewalks; and indicated the homes on Fifth Street face the Ave- <br />nues and would not face the proposed sidewalk. <br /> <br />As there were no further questions or commpr.ts. Williams moved, <br />seconded by Larson to CLOSE THE PUBLIC HEAr-LNG. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Williams, seconded by Larson, to DELETE PROJECT 88-19 <br />FROM THE 1988 PROGRAM. <br /> <br />Benke stated the city needs to focus its energy on Old Highway 8. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Project 88-20 (Fifth Street N.W. sidewalk between <br />Silver Lake Road and Stinson Boulevard) <br /> <br />Proper stated because the road was constructed off the center <br />line, the sidewalk would be placed on the northern side of the <br />road and set back six feet from the curb where there is up to 25 <br />feet of right-of-way in some areas and it would serve those in the <br />Redwood and Forestdale area. The project is estimated at <br />$51,306.15 and would be completed this Fall. <br /> <br />Olive Lewis, 2682 Fifth Street, stated the 25 foot easement is <br />pretty close to her house; Benke stated he did not envision the <br />city ever utilizing the full 25-foot easement. <br /> <br />In response to Lewis's further questions, Benke indicated the full <br />six feet from the curb would be utilized for snow storage and that <br />the sidewalk would be maintained by the city, and Proper responded <br />that the sidewalk would go across the existing driveway but the <br />city would replace, if needed, the portion of the driveway between <br />the sidewalk and the street. <br /> <br />Page 13 <br /> <br />Project 88-20 <br />10:30-10:49pm <br />
