<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 8, 1988 <br /> <br />As there were no further questions or comments, Gunderman moved, <br />seconded by Williams, to CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Gunderman, seconded by Williams, to APPROVE PROJECT 88- <br />20. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Project 88-21 (Foss Road Sidewalk) <br /> <br />Proper reviewed the proposed sidewalk project and some slides. <br /> <br />With regard to a sidewalk next to Foss Road, Benke asked if the <br />city would be aiding and abetting an unsafe crossing at the rail- <br />road tracks; Proper indicated there is a trail leading up to and <br />on the other side of the tracks. <br /> <br />Aplikowski stated the plan looks good on paper but the sidewalk <br />goes nowhere; there are only 12 children in the trailer court (has <br />density clause); does not believe there is a need for a sidewalk <br />in the area and suggested the fund be applied to the Old Highway 8 <br />sidewalk system; but indicated they would give the land to the <br />city if council IS decision is to have a sidewalk installed. <br /> <br />Benke believes pedestrian traffic in that area would come from the <br />south, but is concerned with pedestrian access to Totem Pole Park <br />from both 15th Avenue and Foss Road; it's a wide street with few <br />people using it; suggested it be striped for pedestrian safety <br />when the overlay is completed; and suggested a sidewalk for Foss <br />Road be reconsidered when Old Highway 8 is completed. <br /> <br />A resident indicated he walks a lot and it is rare to see anyone <br />on Foss Road. <br /> <br />In response to Gunderman's question, Proper believes the city can <br />use MSA funds to build sidewalks on a county road (Old Highway 8), <br />but will check to be sure. <br /> <br />Williams advised there is also a need on County Road E for a trail <br />or a sidewalk. <br /> <br />As there were no further questions or comments, Williams moved, <br />seconded by Larson, to CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Williams, seconded by Larson, to DELETE PROJECT 88-21 <br />FROM THE 1988 IMPROVEMENTS PROGRAM. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page 14 <br /> <br />Project 88-21 <br />lO:39-10:49pm <br />
