<br />Council Meeting Minutes <br />March 8, 1988 <br /> <br />I <br /> <br />Gunderman asked Kennedy to look at Lighting Concept's case to see <br />if they can be required to pay for the cost of installing the <br />wall; Kennedy did not believe they could be required to because <br />the criteria has changed. <br /> <br />Brown stated the walls were placed to protect the residents in the <br />area and felt MN/DOT probably did not ask Lighting Concepts for <br />its input regarding the construction of the noise walls because it <br />is not a resident and is set back from the freeway. <br /> <br />Gunderman asked that as much greenery as possible be planted where <br />the noise wall was not installed. <br /> <br />Summary <br /> <br />Panels: Council is not in favor of spending $40,000 to install <br />them; Brandt would agree to increase landscaping and painting. <br /> <br />Painting: Gunderman would like to see the panels left as natural <br />as possible; general consensus is to do something with the walls <br />and asked that MN/DOT provide a variety of available colors for <br />council IS selection. <br /> <br />I <br /> <br />Landscaping: Williams asked that Wriskey work with MN/DOT on the <br />area where the panels will not be installed by the city. <br /> <br />Storm Sewer: Proper will continue to be involved with both the U. <br />S. Army and MN/DOT on that portion of the three-lane addition pro- <br />ject. <br /> <br />Gunderman asked for sound readings on 12th and Highview and at <br />12th and Pike lake Drive. <br /> <br />Motion by Gunderman, seconded by Brandt, to NOT INSTALL THE 144 <br />FEET OF NOISE WALL ALONG 1-694 IN THE THORNDALE AREA; SELECT ONE <br />PAINT COLOR FROM ALTERNATIVE COLORS PROVIDED AND ACCEPTED BY THE <br />MINNESOTA DEPARTMENT OF TRANSPORTATION FOR THE NOISE WALL ALONG 1- <br />694 IN NEW BRIGHTON; DIRECT RICK WRISKEY, CITY FORESTER, TO CON- <br />TINUE WORKING WITH THE MINNESOTA DEPARTMENT OF TRANSPORTATION ON <br />LANDSCAPING ALONG 1-694; AND DIRECT LES PROPER, PUBLIC WORKS <br />DIRECTOR, TO CONTINUE HIS INVOLVEMENT WITH THE U.S. ARMY AND THE <br />MINNESOTA DEPARTMENT OF TRANSPORTATION ON THE OVERSIZED STORM <br />SEWER AT THE SILVER ROAD/I-694 INTERSECTION. <br /> <br />I <br /> <br />Benke, knowing how long it takes-the Army to process an agreement <br />for cost sharing, indicated we need to stay on top of the issue <br />because it could become a stumbling block; and indicated the ex- <br />isting color of the wall is not that offensive and has a problem <br />spending $40,000 of taxpayers money for aesthetics. <br /> <br />Williams stated it would improve the aesthetics and we are over <br />half way through the life of the original paint. <br /> <br />Because the State cannot maintain the current color, Brandt asked <br />that the sandblasting/painting be done before the plantings. <br /> <br />4 Ayes - 0 Nayes - 1 Abstention (Benke), Motion Carried <br /> <br />Page 19 <br />
