<br />Council Meeting Minutes <br />March 8, 1988 <br /> <br />I <br /> <br />In response to Williams's question, Votney indicated staggered <br />double rows is recommended in areas like Dahlke's, and Walton <br />indicated evergreens will be planted in and around the other <br />plantings. <br /> <br />Storm Sewer Sizing for Aquifer <br /> <br />Brown understands all additional costs are to be covered by the U. <br />S. Army so MN/DOT can incorporate the oversizing of the pipe into <br />the project; Proper confirmed and indicated he is aware of the <br />guidelines. <br /> <br />General <br /> <br />Brown indicated MN/DOT would be back with a cooperative agreement <br />for oversizing of the storm sewer and plan approval with a submit- <br />tal date in January, 1989. <br /> <br />Williams asked about public input on the project; Brown stated <br />there have been opportunities in the past and no additional public <br />meetings are scheduled. <br /> <br />I <br /> <br />In response to Gunderman's question about placement of the walls, <br />Brown stated they are placed on or near the right-of-way line and <br />where the wall ends is an aesthetic issue; and any areas that do <br />not have walls is because of court action or by request. <br /> <br />Because Concept <br />legal liability <br />response. <br /> <br />Lighting lost <br />they have <br /> <br />the lawsuit, Gunderman asked what <br />to the residents; Kennedy had no <br /> <br />Williams asked if landscaping would reduce the noise experienced <br />in the neighborhood; Hanson stated there might be a negligible <br />(less than three decibels) reduction. <br /> <br />Hanson stated noise readings could be obtained any time. <br /> <br />In response to Brandt's question about weather conditions, Hanson <br />explained a wind produces noise in the meter. <br /> <br />When you get a block away from the wall, Gunderman asked if it is <br />clear the wall helps; Brown stated as you move away from the wall, <br />the affect is negligible. <br /> <br />In response to Gunderman's question, Votney stated many species of <br />plants cannot handle salt even from 100 feet away; it is more the <br />abrasion from the wind and the snow than the salt that damages <br />plantings. <br /> <br />I <br /> <br />Gunderman asked if an echo could be reduced if trees were planted <br />between the freeway and the wall by the lakes; Hanson stated no <br />matter how densely trees are planted, the noise will run up and <br />over the wall. <br /> <br />Page 18 <br />
