<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 8, 1988 <br /> <br />In response to Gunderman's concern about an echo, Hanson explained <br />MN/DOT monitored two sites east of 1-694 and both were well below <br />the criteria and, although one could hear a different type of <br />noise, the decibel level would not increase; and Brown indicated <br />the effectiveness of the installation of the wall would be mini- <br />mal. <br /> <br />In response to Gunderman's questions, Hanson indicated, although <br />noise would change with wind and temperature, readings are not <br />taken when the wind is over 15 mph nor when the temperature is <br />below 300 or higher than 900; and stated he has studied the <br />rebound effect of noise off the south wall and found the decibel <br />level less. <br /> <br />Color of Noise Wall <br /> <br />Brandt indicated one of the current colors is very unnatural and <br />the problem is exacerbated by the mixture of colors and suggested <br />one color be selected for the entire length of the wall. <br /> <br />Brown stated that Federal monies could be used for 90% of the <br />sandblasting and repainting if the project is city-wide; he would <br />prefer it be done in conjunction with the lane addition project to <br />be completed in 1990; and suggested a few maintainable colors be <br />presented to council for selection of one; estimated the project <br />to cost about $40,000 and suggested the paint's lifetime is 15-20 <br />years. <br /> <br />Landscaping <br /> <br />Paul Votney, MN/DOT Staff Forester, and Liz Walton, MN/DOT Land- <br />scape Architect, reviewed their plans and slides for landscaping <br />1-694 through New Brighton. <br /> <br />Williams asked about placing a cap on the wall to make the tops <br />level and to make it more attractive. <br /> <br />In response to Gunderman's questions, Hanson <br />have been removed in the State and, because of <br />indicated noise over the lakes would be more <br />over grassy areas. <br /> <br />indicated no walls <br />absorption factors, <br />intense than noise <br /> <br />Votney indicated the proposed Boston Ivy is hearty and would not <br />be affected by the sun on the concrete walls. <br /> <br />Rick Wriskey, City Forester, advised council that his two concerns <br />had been rectified by MN/DOT and asked Brown when the landscaping <br />of the non-walled areas would begin; Brown indicated MN/DOT would <br />start in April with transplanting but that a lot of the work in <br />New Brighton would have to fit into the three lane project. <br /> <br />In response to Wriskey1s inquiry about vines on the walls, Votney <br />stated the Boston vine will cling, but he will look at adding wir- <br />ing for the other types of vines. <br /> <br />Page 17 <br />
