<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 8, 1988 <br /> <br />Motion by Brandt, seconded by Larson, to WAIVE THE READING AND <br />ADOPT A RESOLUTION VACATING A PORTION OF 15TH STREET N.W. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Brandt, seconded by Larson, to WAIVE THE READING AND <br />ADOPT A RESOLUTION APPROVING A SUBDIVISION OF PROPERTY WITHIN THE <br />CITY OF NEW BRIGHTON. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Proper announced, due to a clerical error, the New Brighton "Bul- <br />letin" did not publish the second hearing notice scheduled for <br />March 4, 1988, so, following legal opinion, the 1988 Improvement <br />Hearings (with the exception of the sidewalk projects as there are <br />no special assessments for them) would have to be continued to <br />April 12, 1988. <br /> <br />Project 87-6 (14th Street N.E. Reconstruction) <br /> <br />Proper reviewed the project (construction of a 36~foot wide nine- <br />ton road with an 82-foot cul de sac for vehicles to turn around <br />and an eight-inch water main for fire protection and city's water <br />services) as outlined in the 1988 Feasibility Study; presented <br />slides showing the condition of 14th Street N.E., east of Old <br />Highway 8; and advised the project cost is estimated at $64,796.39 <br />($53,807.67 to be special assessed at $61.45 per front foot; <br />$10,988.72 is the city's share). Assuming the project is appro- <br />ved, Proper advised a contract would be let in June, project would <br />be completed this Fall, and a Special Assessment Hearing will be <br />held in August, 1989. <br /> <br />Proper outlined the city's policy for reconstruction of roads (the <br />city will pay a portion of the bituminous surfacing); the curbing <br />and the water main would be 100% special assessed and the surfac- <br />ing would be 25% special assessed. <br /> <br />Muriel Bochnak, representing Mengelkoch, stated about four years <br />ago she had asked for an overlay on the road but is not interested <br />in paying $64,000; and now is against replacing or fixing the <br />road. <br /> <br />In response to Bochnak's question, Proper indicated if the project <br />is approved, the street would need to be constructed in such a <br />manner that traffic can be maintained. <br /> <br />Dennis Trainor, Printing Enterprises, sees no need to improve the <br />street. <br /> <br />Proper stated the city spends more money every other year to re- <br />pair 14th Street than it would to construct it properly, and the <br />street needs to be brought up to standard; Bochnak claimed that <br />the few rough spots are filled at the end of the year and there is <br />very little maintenance during the winter (occasionally plowed and <br />very little sanding). <br /> <br />Page 3 <br /> <br />1988 Improvements <br />Report 88-54 <br /> <br />Project 87-6 <br />7:46-8:12pm <br />
