<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 8, 1988 <br /> <br />Williams asked for clarification that the $53,807.67 would be di- <br />vided between the three properties on 14th Street; Proper so con- <br />firmed. <br /> <br />When looking at a project cost of $64,000, Bochnak stated the cur- <br />rent 20 foot wide street with no shoulder has sufficed and asked <br />why a 36-foot wide street is needed on a dead end street; can see <br />the need for a good base because of the weight of the trucks, but <br />questioned the need for the width and the curbing. Bochnak fur- <br />ther expressed concern that the proposed cul de sac would encour- <br />age it to serve as a "Lovers Lane." <br /> <br />Proper stated the curbing is for drainage; width is for some park- <br />ing; and, although 32 feet is the standard width for a residential <br />road, an industrial road should be the larger 36-foot. <br /> <br />Benke reminded everyone the streets are being built for the city's <br />needs now and in the future. <br /> <br />Proper indicated the road was falling apart in 1984 and the city <br />made extensive repairs (estimated between $5,000 and $10,000). <br />With regard to temporary repairs, Proper stated the city extens- <br />ively patched the full length of the road (equal to about two <br />dozen driveways) and it is beginning, and will continue, to break <br />up. <br /> <br />If Mengelkoch does not want it, Trainor asked if there was any <br />other reason to put the water main in; Proper indicated it is for <br />fire protection. <br /> <br />Bochnak stated she was quoted $20,000 for the water main portion <br />of the improvement; Proper felt that was too high of a quote. <br /> <br />Williams asked that Gordon Rendering be encouraged to attend the <br />April 12, 1988, city council meeting to give its point of view. <br /> <br />Benke stated if we are spending general city maintainenace funds <br />to maintain the road, we are also spending the city's funds on <br />maintain~r.g the city's infrastructure. <br /> <br />Williams agrees, but stated it is a dead end street and there are <br />other places in the city that may need that $10,000; when the <br />trucks start to sink out of site, then we will get a request for <br />road improvements and by then the cost will have increased. <br /> <br />In response to Gunderman's inquiry, Bochnak stated at this time <br />she is withdrawing her earlier petition to have the road repaired. <br /> <br />Motion by Williams, seconded by Gunderman, to CONTINUE THE PUBLIC <br />HEARING ON 1988 IMPROVEMENT PROJECT 87-6 UNTIL APRIL 12, 1988. <br /> <br />Benke believes <br />from the 1988 <br />that potential <br />hearing. <br /> <br />it is the council's desire to remove this street <br />projects and asked staff to have consequences of <br />action available at or prior to the April 12, 1988, <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page 4 <br />
