The applicant indicates that the Apple <br />Valley store that sold gas had a total customer count <br />for a week of 4652. In comparison, the Crystal store does <br />not have gas, is within $300.00 of grocery sales of the <br />Apple Valley store and had a total customer count of 5220. <br />The example indicates that gas sales does not necessarily <br />increase customer levels. The second example on that <br />page depicts a situation where grocery sales are comparible <br />and that the store with gas had 1020 customers mo~e than <br />the store without gasoline sales. <br /> <br />The conclusion arrived at ,by the applicant is that the <br />gasoline sales does not substantially increas~ the number <br />of customers at a location. The sale of gasoline is just a <br />added convenience and additional product to purchase when <br />that customer stops. <br /> <br />In response to congestion, the applicant has noted that the <br />most business is conducted between 5:00 p.m. and 6:00 p.m. <br />After monitoring the situation the applicant has stated that <br />13 cars were the most cars at any given time. Some congestion <br />problem possibly results from the fact that those persons <br />leaving the office building are doing so mostly between <br />5:00 p.m. and 6:00 p.m. this causes some congestion at <br />the shared driveway on the east side~which is a distance from <br />the proposed gasoline pumps. The City Engineer has not made <br />any suggestions to address the concern of congestion. The <br />applicant contends that outside of the 5:00 p.m. to 6:00 p.m. <br />hour that there is a small amount of traffic and that the site <br />design appears to handle the traffic. The applicant also feels <br />that the installation of the pumps will not substantially add <br />to the traffic levels on the site. <br /> <br />e <br /> <br />Staff feels that there is reason to monitor the situation. It <br />is difficult to determine the impact on the internal circulation <br />of the site that the additional activity of gasoline sales <br />would create. <br /> <br />COUNTY UPGRADING OF COUNTY ROAD "D" <br /> <br />Staff has contacted, Paul Kirkwold of Ramsey County Engineering <br />Office and he has stated that the County has the street upgrading <br />scheduled for 1982. The project at this point includes the <br />acquisition of 7 additional feet of right-of-way from the PDQ <br />site. The County Engineer commented that the county would not <br />allow PDQ to use the land acquired for right-of-way for parking. <br />The affect of the right-of-way acquisition is discussed below. <br /> <br />e <br />
