'Report #81- P~ge #2 ~ PLANNING COMMISSION CbNSIDERATION AND RECOMMENDATION EXTRACT FROM MINUTES BOARD OF REVIEW REGULAR MEETING MARCH 17, 1981 James Shelton and Wayne Erickson representing PDQ were present to answer questions. e Staff reviewed the concerns of the Fire Department and Ramsey County Engineering Department. Commissioner Williams voiced a concern about traffic cutting through the development and resulting traffic problems. Commissioner Sande questioned the hours of operation and if a gasoline pump would be used by persons in the area. Mr. Shelton said that the gasoline service would have the same hours as the store and that the store is not open 24 hours: If there appears to be a demand, Mr. Shelton commented that the store might be open 24 hours. Commissioner Livingston stated that he was uncomfortable with the layout and noted that the circulation pattern at the'site is presently poor. Mr. Erickson commented that h~ felt that the slope difference and design of the driveway because it is steep, slowed down traffic some. Commissioner Sande stated that she was concerned about that type of use next to an apartment complex and that it was not a good. location for gasoline pumps. Motion ny Williams, second by Leverkuhn to adopt a resolution recommending approval of special use permit, SP-96 contingent on the following: 1. That the location of the service island'and pumps conforms to the site plan dated and signed by the applicant and City Planner; 2. That the open area west of the service island be sodded and contain plantings to screen the pumps and be well maintained; and 3. That ther~ be no outside storage or display of gasoline related merchandise. 3 Ayes, 1 Nay (Sande), 1 Obstention (Livingston), Motion Failed . .. Chairman Leverkuhn noted that the item would go the City Council "without a recommendation.
