<br />'Report #81- <br />P~ge #2 <br /> <br />~ PLANNING COMMISSION CbNSIDERATION AND RECOMMENDATION <br /> <br />EXTRACT FROM MINUTES <br />BOARD OF REVIEW <br />REGULAR MEETING <br />MARCH 17, 1981 <br /> <br />James Shelton and Wayne Erickson representing PDQ were present to <br />answer questions. <br /> <br />e <br /> <br />Staff reviewed the concerns of the Fire Department and Ramsey County <br />Engineering Department. <br /> <br />Commissioner Williams voiced a concern about traffic cutting through <br />the development and resulting traffic problems. <br /> <br />Commissioner Sande questioned the hours of operation and if a <br />gasoline pump would be used by persons in the area. <br /> <br />Mr. Shelton said that the gasoline service would have the same hours <br />as the store and that the store is not open 24 hours: If there <br />appears to be a demand, Mr. Shelton commented that the store might <br />be open 24 hours. <br /> <br />Commissioner Livingston stated that he was uncomfortable with the <br />layout and noted that the circulation pattern at the'site is <br />presently poor. <br /> <br />Mr. Erickson commented that h~ felt that the slope difference and <br />design of the driveway because it is steep, slowed down traffic <br />some. <br /> <br />Commissioner Sande stated that she was concerned about that type <br />of use next to an apartment complex and that it was not a good. <br />location for gasoline pumps. <br /> <br />Motion ny Williams, second by Leverkuhn to adopt a resolution <br />recommending approval of special use permit, SP-96 contingent on <br />the following: <br /> <br />1. That the location of the service island'and pumps <br />conforms to the site plan dated and signed by the <br />applicant and City Planner; <br />2. That the open area west of the service island be <br />sodded and contain plantings to screen the pumps <br />and be well maintained; and <br />3. That ther~ be no outside storage or display of <br />gasoline related merchandise. <br />3 Ayes, 1 Nay (Sande), 1 Obstention (Livingston), Motion Failed <br /> <br />. <br /> <br />.. Chairman Leverkuhn noted that the item would go the City Council <br />"without a recommendation. <br />
