MN. 55112 <br /> <br /> <br />February 27, 1981 <br /> <br />Planning Commission <br />City of New Brighton <br />803 5th Avenue Northwest <br />New Brighton,_ 'Minnesota 55112 <br /> <br />Dear Commission Memberss <br /> <br />Please allow this l~tter to serve as our opinion as to why <br />our proposal ~or a PRO is in the public interest and how it <br />is in conformance with -Section 11-)10 -of the New 'Brighton ,- <br />Code. <br /> <br />We realize that the City Council permits PRD's in order to <br />facilitate the use of land in a manner which encourages <br />social interchange, lif'e-cycle environment and ef~iciency <br />without creating a detriment to public health, safety, <br />morals or general welfare.- As you are all aware, after <br />reviewal of the architectural plans supplied to you, our <br />development proposes 'variations 'in height and density which- <br />are served by aPRD. <br /> <br />Firstly, three stories with underground parking in lieu o~ <br />the two-story requirement without a PRO classification allows <br />us to include several amenities on the site. These amenities <br />would otherwise be drastically scaled down or completely <br />eliminated. Withou~ the three-story building and underground <br />parking, the site could not accomodate a tennis court, a <br />swimming pool, a walking path, ponding, berming, etc. In <br />addition, due to drastic elevation differences, the buildings <br />will appear as only two stories when viewed from County <br />Road E. <br /> <br />Secondly, the density of 80 units will not be detrimental to <br />anyone. The amenities on the site will keep the owners busy <br />on their own property. Nobody will find it necessary to use <br />neighboring facilities. In addition, as you are aware from <br />the Barton-Aschman Traffic Analysis dated February 18, 1981, <br />the traffic generated by 82 units poses no problems.
