Wenger <br />DATE: February 18, 1981 <br /> <br />SUBJECT: Proposed Condominium Development <br />County Road E at Silver Lake Road <br />New Brighton, Minnesota <br /> <br />J <br /> <br />As requested, We have analyzed the proposed development of 82 condominium units <br />in the southeast quadrant of the intersection of County Road E arid Silver Lake <br />Road in New Brighton. Our study indicates that the proposed access to the <br />development is adequate and that it should not create a capacity or traffic <br />interference problems at its entry points off Silver Lake Road and Windsor Court. <br /> <br />(, '; <br />_.,_.,.;S' <br /> <br />The following summarizes the traffic analysis completed for the site. <br /> <br />TRIP GENERATION <br /> <br />J <br /> <br />The City of New Brighton has done an unusually thorough job of refining the future <br />year traffic volumes to its' arterial system which includes Silver Lake Road and <br />County Road E~ In this'instance their calculated trip rates based on the 1970 <br />regiona11:ravel inventory and Metropolitan Council procedures could be used in lieu <br />of those proposed. The conclusions relative to anticipated problems would, in our <br />opinion, be identical. <br /> <br />We have assumed a daily trip generation rate of 5.4 trips per dwelling unit for this <br />development. This is somewhat lower than for other apartment complexes in an <br />area like New Brighton. The lower rate assumption is justified by the following: <br /> <br />1. The location and amenities of the site would attract tenants similar to very <br />high quality apartments for which data is available. <br /> <br />2. <br /> <br />The costs of the proposed units are oriented toward a household market which <br />typically has lower travel rates than rentable units. <br /> <br />r <br />\..",,: <br /> <br />3.- The regional values for trips per person are being reduced from 3.3 trips per <br />day to 3.0 trips per day based on observed declines in trip making due to cost <br />increases and energy conservation.
