He commented that the <br />money situation made it impossible for the church to expand its <br />facility. <br /> <br />Commissioner Helgeson voiced a concern over the exterior of the <br />structure maintaining a residential character. She stated that <br />she could support the application if all the code violations could <br />be eliminated and the exterior character of the property would not <br />change to impact the area residents. <br /> <br />Mr. Brady commented that the church planned to maintain the house <br />and gFounds. <br /> <br />Commissioner Baker also voiced a concern that after the financial <br />investment in the property it would be very difficult for the City <br />to try to-limit expanded use of the house.---'He stated that there <br />could be some uses of the house in the future that could be detri- <br />mental to the neighborhood in terms of traffic and noise. <br /> <br />e <br /> <br />Motion by Williams, second by Knuth to recommend approval of SP-IOI <br />by resolution with the following conditions: <br /> <br />1. That any major. modification of the proposed use be reviewed by <br />the City Council: <br />2. That a list of items to be conducted with an acceptable timetable <br />to conform with the building code and all other codes be made a <br />part of this approval: <br />3. That no special functions be allowed until all code violations are <br />abated: <br />4. That the applicant upon approval of the application discontinue <br />classroom use of the furnace room: <br />5. That a performance bond be secured by the City in the amount of <br />the improvement to be made: and <br />6. That the exterior of the dwelling and grounds retain its residential <br />character-in-orderto be compatible with-surrounding properties. <br /> <br />6 Ayes - I Naye, (Baker) Motion carried <br /> <br />e <br />
