<br />..= " <br /> <br />_a New Brighton Planning Commission <br />Special Meeting <br />t1 a y 4, 1 9 8 2 <br />Page #2 <br /> <br />Mr. Hanna indicated that he did not object to juveniles using <br />the facility but that it would be designed for adult use. <br /> <br />Chairman Williams with the consent of the Commission entered <br />the following letters into the record: <br /> <br />1. Letter from Jim Hanna dated April 20, 1982. <br />2. Letter from Larry Walstrom dated April 20, 1982. <br />3. Letter from Mark D. Clark of Clark Pharmacy. <br />4. Memorandum from Chuck Wood dated April 27, 1982. <br />5. Memorandum from Dennis L. Raymond acting Chief of <br />Police, dated April 27, 1982, <br /> <br />Larry Walstrom a resident of the City of New Brighton spoke in <br />favor of this particular use and indicated that he was a <br />certified chemical dependency practioner and felt that this <br />type of use was needed in the City of New Brighton and would <br />be used by a large number of people who like to so~ialize <br />and not be around alcohol. He further stated in regard to <br />parking that he didn't feel that one space for every two seats <br />was warranted because most of the people who would be attending <br />this particular type of facility would come three to four or <br />maybe even five persons to a car. <br /> <br />Doug Peterson, owner of the facility, stated that there was <br />nothing downtown and that there was a lot of areas for parking <br />and didn't feel that the City should restrict this use of the <br />property because of the lack of the on-site parking. <br /> <br />Connie Hanna of Coon Rapids stated that this type of use was a <br />progressive use and in the best interest of the Ci,ty of New <br />Brighton and indicated that she doubted that this particular <br />use would conflict with most of the businesses in the area <br />because the prime activities would take place between 5 p,m. <br />to midnight. <br /> <br />Gladys Walbon local business merchant and property owner <br />indicated that she would strongly object to this type of use <br />if it were to be used by teenagers because of the problems <br />that would be created. She stated that if it was strictly <br />for adults that she could support it but felt that any use that <br />would involve teenagers would create too many problems for the <br />area businesses. <br /> <br />Commissioner Knuth inquired of the applicant if he had done a <br />market study for this particular type of use and if he felt <br />that this use would be successful on this particular location. <br />
