April 27 I 1982

TO: Joan Archer

FROM: Dennis L. Raymond, Acting chief

SUBJECT: Sgt. Bilko's Inc. - Dry Bar

Regards above, several things come to mind which may cause problems.
All are inter-related. First of all I see a problem with parking.
This is already a heavy use area with several businesses. There is
not enough space to rear of proposed area for 100 cars. If there
is a heavy influx of patrons, are they going to park in other
business areas?

The possibility exists of an influx of younger people; which could
generate problems with the liquor facility across the street. There
also would undoubtedly be contact with Sgt. Bilko's patrons and
the patrons from the Municipal Liquor Store. If the interest is to
create a "Dry" atmosphere, I would think a liquor store right across
the street would somewhat cloud that atmosphere.

State Law 624.50 requires an officer in attendance at all public dances.

Dennis L.
