". ., <br /> <br />If EM DESCRIPTION: New Brighton Medical Center <br />PROPOSED BY: Comprehensive Medical Care, P.A. <br />PROPOSED lOCATION: NW Quadrant 10th Street NW & 5th Avenue NW <br /> <br />BACKGROUND AND PROPOSAL <br /> <br />Comprehensive Medical Care (CMC) h~s expressed a strong interest in <br />locating an office/clinic facility in th~s general area. After a <br />location search the downtown area has emerged as their primary choice. <br />CMC is a medical association that currently owns and ope!ates medical <br />clinics in Coon Rapids, Champlin, Ramsey and St. Michael. The pro- <br />posed New Brighton Medical Center would provide health care services <br />on a fee-for-service, prepaid health maintenance organization and <br />occupational health basis. <br /> <br />The proposal is for the New Brighton Medical Center to be located on <br />property bounded by 10th Street NW, I~694, 5th Avenue NW and the <br />Minnesota Transfer Railway-tracks. This property contains approximately <br />2.6 acres of which the western 2 acres is under City ownership. The <br />property is accessible only from 10th Street NW and is currently vacant <br />_of buildings. The property has a considerable elevation difference <br />going from the south (near 10th Street) to the north. Soil tests in- <br />dicate that good soils are present in the southern one-third (1/3) of <br />the site while the northern two-thirds (2/3) has much poorer soils. <br />There are utility lines crossing the property that also impact on <br />development. The City has been studying a holding pond for the north- <br />east portion of this site as all of the drainage in the downtown area <br />and beyond goes through this property before dumping into Long Lake. <br />-- - .. <br /> <br />CMC's proposal is for a two-story 12,000 square foot office/clinic. <br />The building they envision would eventually expand to a total of <br />36,000 square feet. CMC has made an application for a tax exempt <br />mortgage for the amount ~f $1.7 million. CMC has repeatedly said that <br />they want to be under construction yet this year. Phase I of the <br />development would accommodate 5 physicians and 20 other support <br />personnel.
