<br />. . <br /> <br />-2- <br /> <br />DOWNTOWN DEVELOPMENT PLAN GOALS AND OBJECTIVE <br /> <br />The goals of the Downtown Plan are: <br /> <br />1. To promote sound economic development; <br />2. To restore the tax base and tax revenue generating capacity <br />of the downtown district; and <br />3. To revitalize the downtown district as an attractive, <br />convenient and efficient area. <br /> <br />The Plan states that these goals would be carried out by promoting <br />and encouraging good, economically sound, private development. <br />Further it was anticipated that the City would encourage and provide <br />maximum opportunity for private development, including the construction <br />of public improvements which add to the area. <br /> <br />CMC has a well established track record both for their medical expertise <br />as well as for their professional association. Obviously, placing a <br />facility of the type proposed significantly increases the tax genera- <br />tion capacity of this property. The City owned 2 acres is currently <br />paying nothing in taxes while the property currently pays less than <br />$600.00 . <br /> <br />DOWNTOWN DEVELOPMENT PLAN LAND USE RELATIONSHIP <br /> <br />The parcel under consideration has been looked at for several different <br />land uses, including a municipal liquor store, restaurant, office <br />building, bank and other commercial uses. The Development Plan in <br />fact mentions all of the above for this property. The latest for <br />this site centered on a new municipal liquor store being built on the <br />western side of the property, near the railroad tracks. The remaining <br />property was to be for an office, bank or othercommertial development. <br />It is conceivable that in terms of just putting up buildings the pro- <br />posed medical center could occupy the property with the liquor store. <br />However, it is clear to me that CMC has little desire to locate next <br />to a liquor store. <br /> <br />In looking at the enclosed site plan and recognizing the property <br />restrictions of soils, drainage and shape I have doubts whether a <br />liquor-medical facility, as proposed is realistic. The site plan, with <br />an actual building shown, makes the site look smaller to me in terms of <br />development potential. I also doubt that CMC would ever consent to <br />being there with the liquor store as an immediate neighbor. <br /> <br />As for liquor, I do not believe the City is in a position to move at <br />this time. The position, as conveyed by the City Managers office, is <br />that the liquor question is on hold pending what else develops downtown. <br />Our agreement with Kraus-Anderson is that a new facility would be <br />established once development downtown is underway, including construc- <br />tion on the hotel.
