" .

-3-

c
.,

as to how big, how costly, what style, or what the location of the
next facility will be. The City Administration is concerned for the
size and economics of a new facility which is impacted greatly by
what else happens downtown. The position is therefore one of waiting
to see what else will happen and then to determine how the City
facility can best fit.

What is known is that if the City approves this development th~ north-
west quadrant would be eliminated as a liquor site, pending some
- agreement with the medical center. The concern I have is that -con,-
tinued deferral leads the City no where in redeveloping the downtown.

PROCESS

As noted above CMC wants to commence construction this year. If every-
one decides that in fact this is a project that is good for the City
and the downtown in particular, it is possible we could actually ~ee
construction in 1982. There is however an enormous amount of work to
do~ including, completion and approval of a development agreement,
review of development concept by Advisory Board, review of special
use permit and building permit by Planning Commission, and subsequent
review of all the above, )ncluding the application for the tax exemp~
mortgage by the City Council. The City Council received an applicatlon
from CMC for a tax exempt mortgage. The Council found the project
- "worthy of further consideration" and set a public hearing date for the
tax exempt mortgage for October 26th. A tentative schedule for con-
sideration of this project is therefore:

September 28

Council receives tax exempt mortgage
application - sets hearing date for
October 26, 1982.

Advisory Board hears presentation by
CMC, discusses and makes recommendation
regarding consistency and compatibility
of proposal with downtown plan.

October 6

October 12
October 14

Council receives Advisory Board recommendation.

October 21

Planning Commission holds public hearing on
special use permit and considers site plans
(bUilding permit).

Advisory Board reivews site ~lans.

City Council holds hearing on tax exempt
mortgage application, considers special use
permit application and building permit
application.

October 26

_._,---~_._. .._---- .-

. - - .._-~-_._._.~,_. ----- -
