The City Administration is concerned for the <br />size and economics of a new facility which is impacted greatly by <br />what else happens downtown. The position is therefore one of waiting <br />to see what else will happen and then to determine how the City <br />facility can best fit. <br /> <br />What is known is that if the City approves this development th~ north- <br />west quadrant would be eliminated as a liquor site, pending some <br />- agreement with the medical center. The concern I have is that -con,- <br />tinued deferral leads the City no where in redeveloping the downtown. <br /> <br />PROCESS <br /> <br />As noted above CMC wants to commence construction this year. If every- <br />one decides that in fact this is a project that is good for the City <br />and the downtown in particular, it is possible we could actually ~ee <br />construction in 1982. There is however an enormous amount of work to <br />do~ including, completion and approval of a development agreement, <br />review of development concept by Advisory Board, review of special <br />use permit and building permit by Planning Commission, and subsequent <br />review of all the above, )ncluding the application for the tax exemp~ <br />mortgage by the City Council. The City Council received an applicatlon <br />from CMC for a tax exempt mortgage. The Council found the project <br />- "worthy of further consideration" and set a public hearing date for the <br />tax exempt mortgage for October 26th. A tentative schedule for con- <br />sideration of this project is therefore: <br /> <br />September 28 <br /> <br />Council receives tax exempt mortgage <br />application - sets hearing date for <br />October 26, 1982. <br /> <br />Advisory Board hears presentation by <br />CMC, discusses and makes recommendation <br />regarding consistency and compatibility <br />of proposal with downtown plan. <br /> <br />October 6 <br /> <br />October 12 <br />October 14 <br /> <br />Council receives Advisory Board recommendation. <br /> <br />October 21 <br /> <br />Planning Commission holds public hearing on <br />special use permit and considers site plans <br />(bUilding permit). <br /> <br />Advisory Board reivews site ~lans. <br /> <br />City Council holds hearing on tax exempt <br />mortgage application, considers special use <br />permit application and building permit <br />application. <br /> <br />October 26 <br /> <br />_._,---~_._. .._---- .- <br /> <br />. - - .._-~-_._._.~,_. ----- - <br />
