3. liB:> rowdiness", or ".ina.ppropr~te behavior" will be tolerated. 'Again,
wha"t is oonsidered lIinappropriate1t? Will this va.zy with the views
ot' the person currently on du1yr? Wbat I, as a close neighbor of this
amusement center, think is inappropriate, rrs:y be just 1'ine with the
owner or his employees.

4. "Cur.few will be enforced". How? When the cur;few whistle blows at
9 :00, does the attendant check the I.D. of every kid in the place?

What I am hying to emphasise, with all of this seemingly picky detail, is
that vague, unenforceable rules look great on a permit ap:p1ication, or even posted
on a wall, but they have little to do with what can or will actually be dane.
Mr. .Aaron SB:JTS that there will be a IIres:ponsible adult 21+ on du\y at all times."
HaVing been a Junior and Senior High School teacher for years, I apparently lmow
kids a bit better than he does; because I mow that the fact that the person-~-
charge is over t\ven'ti;y-<me outs no ice at all with teenagers. ' If he is also six-Ceet-
eight, and :plays guard t'or the Vikings, it m:i8ht help _ but even so, there is
a limited amount 01' responsibiliV that one, lone person CAN assume in supervising
a large nmnber ot' kids ha.Dgjng around a game room. He is supposed to supervise
the bathrooms. How? They are aCl:!)Bs the hall, shielded by a :partition, which is
all tba t can be o1fserved throU8h the .font window of the game room. He is supposed
to "olosely mom tor" the bike :rack, which is outside in the '~ rking 'lot. How?
No single attendant, no matter how responsible, or how far over the age of twen1;y-
one, can be Supernan, all-powerful and ever-present; The "Starf ComnEllts",
appended to the Jermit application ~Section 4j suggest that "the owners of the
Pizza. :Factory and the applicaat have agreed that having two businesses watching
the mall will lessen the concern of problems in the mall area." I 1'ind this ,
hard to believe - one ~ during the latter pu-t of Septanber, .!! stopped a .fight
that was taking place directly outside the Pizza :Factory's mall windows, because
no one else seemed to know wnat was going on. This is not surprisi.ng, since the
tizza. Rl.ctor,y's windows are nearly covered with painted letters, all but obsouring
i:heview into the mall.
At the meeting last night, Mr. Aaron observed that he would not need a security
person for his business, but if the other ta.nants thought they needed one, he
would work with 1hem in getting the oenter to hire one. This, it seems to me, is
a specious bit 01' reason.in8l- BE will not hire a guard, because he won' t need one,
but dlhe only reason WE would need one, is if he opens his business next to ours.
Without the crowds of kids attracted by such a center, we get along nioely without
1i1 slElIDa.ry, we t'eel that by its very nature, this Vpe ot' business is incompa.tible
with adult shopping and service 1'acilities, and that it is likely to be detrimental
to both the center and the surrounding nei8iiborhood. For these reasons, we ;feel
