<br />-4- <br /> <br />SP-108, SPECTRUM 2 (conlt) <br /> <br />Jerry Lund owner of Realty World Lund stated that there is a <br />problem with teenagers in that area now and this amusement <br />center would only add to that problem. He stated there was <br />no way apparently now to control the situation and he felt <br />that the police should do more -to patrol the area. <br /> <br />Commissioner Knuth commented that the tenants, applicant, <br />Owner of the shopping center and Police Department should <br />devise a plan of action to address these problems in the <br />neighborhood. <br /> <br />Commissioner Weaver indicated that when there were problems <br />in her neighborhood the Police were very cooperative in <br />dispersing the teenagers. She stated that the policing of a <br />parking lot was not a Planning Commission concern. <br /> <br />Gene Lindholm of the Consignment Shop stated that the <br />Planning Commission was considering a special use permit <br />because this Use is not permitted. He stated that it should <br />now be tlear to the Commissio~ why this use is not permitted. <br /> <br />Tony Burstad, 21st Street NW stated that there is a significant <br />problem with teenagers gathering in the parking lot. He noted <br />that he has two small c'hildren and doesnlt appreciate having <br />this group spreading onto his street with their parties. He felt <br />that the amusement center use could only encourage the growth <br />of this problem and/or aggravate the existing situation. He <br />stated that he received a bad response from the Police Depart- <br />ment and that the Police have done nothing to eliminate the <br />problem. He further noted that the problem did not exist <br />prior to the amusement center. He commented that the present <br />problem should be addressed before allowing the special use <br />permit. He stated that the applicant's proposal is good in <br />terms of an amusement center but it should not be considered <br />until the problems are dealt with. <br /> <br />Commissioner Knuth stated that a fact finding process should <br />be conducted by staff specifically the Police Department to <br />get some technical advise on how to proceed with this request. <br /> <br />Chairman Williams commented that the three parties with <br />responsibility in dealing with this problem the applicant, <br />shopping center owner and Police Department should meet a~d <br />establish a plan to incorporate and spell out the responSl- <br />bilities of all the parties. <br />
