<br />-3- <br /> <br />$P-108, SPECTRUM 2 (con't) <br /> <br />Council Representative Blomquist stated that the Police <br />Department should have a large group policy that all <br />officers follow so that there is uniform procedures to deal <br />with these types of parking lot problems. He commented that, <br />such procedure should be spelled out by the Chief of Police <br />and followed accordingly. <br /> <br />Commissioner Sande stated that one way of handling this problem <br />in the parking lot could be to provide better lighting in the <br />lot. <br /> <br />Douglas Kedl co-owner of the Consignment Shop stated that he <br />was strongly opposed to the approval of this use. He stated <br />the last such use resulted in bike traffic in the mall and the <br />tenants having to stop fights in the mall. He said his lease <br />does not specifically address security. He stated the real <br />issue was compatibility and he felt that the amusement center <br />use was not compatible with the existing businesse~ of <br />prOfessional services and speciality shops. He stated that <br />the mall area was no more than a hall and not designed for <br />teenage loitering and that one supervisor could not possibly <br />control the areas open to the kids. He expressed that the use <br />was not compatible and was injurious to the rest of the tenants. <br /> <br />Chairman Williams inquired if Mr. Kedl had expressed his <br />concerns to the property OWner. <br /> <br />Mr. Kedl stated that he has not talked to the owner. <br /> <br />Chairman Williams noted that the tenants should exercise this <br />right to talk to the owner. <br /> <br />Commissioner Knuth inquired what typical store hours were of <br />tenants in the mall area. <br /> <br />Mr. Kedl indicated that they closed at 5:30 p.m. except for <br />Thursday night they were open until 9:00 p.m. <br /> <br />Commissioner Knuth stated that the applicant, owner of Pizza <br />Factory and owner of the shopping center should find a way to <br />lock up the mall after normal business operations so the other <br />tenants are not affected. <br /> <br />Commissioner Sande stated the applicant should contact the <br />owner to get the mall locked. <br /> <br />Mr. Aaron stated that with the Pizza Factory and his operation <br />there will be two firms watching the mall and therefore there <br />would be no need to lock the mall. <br />
