<br /> <br />DATE: March 13, 1970 <br />CASE NUMBER: PRD-12 <br />APPLICANT: Midwest Land and Development Inc. <br />LOCATION: Rice Creek Road, 29th Avenue northwest and the Village limit on <br />the west, 170 ft. south of Mississippi Street. <br />REQUEST: Approval of Final PRD Proposal <br />PLANNING CONSIDERATIONS: <br />The property in question has slightly undulating to nearly flat topography adjacent to <br />an area of pond which presents some drainage problems. Vegetation on the parcel <br />consists of grass areas and some box elder trees which are to be removed in the process <br />of construction. <br />A Preliminary PRD was considered for this project in July of 1969. Preliminary <br />approval was given subject to the conditions that "...the apartment complex <br />be eliminated; that an additional 18 townhouses be allowed; that immediate action <br />be taken to preserve the trees along the right-of-way of 29th Avenue and that the <br />Final Plan would have a solution for resolving the drainage problem. Recreation <br />facilities are also to be expanded and defined in the Final Plan." <br />Upon review the proposed Final Plan appears to conform to the desires of the <br />Council in the following areas: <br />1 . The apartment complex has been removed and replaced with 18 <br />townhouse units. <br />2. The right-of -way for 29th Avenue Northwest has been adjusted <br />westward to allow for the trees on the east side <br />3. A solution for the drainage problem has been proposed. However, <br />it is unclear as to whether the ditch cross section is uniform throughout <br />or if locations for storm sewers are contemplated in locations where <br />drainage enters the main open ditch. <br />4. Recreation facilities have been expanded and are more clearly defined <br />in the Final Plan as submitted. <br />
