<br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 23, 1988 <br /> <br />Tom Boemer, applic~nt, stated the landscaping plan as submitted <br />was the one suggested by the city as to the types of trees; and <br />stated many things can do a better and faster job of screening. <br /> <br />Benke believes a five-foot berm is a step in the right direction, <br />given winter and summer needs, and believes a mix of evergreens <br />and other things could be added to give seasonal coverage; and <br />asked staff if there could be language changes to avoid a revised, <br />detailed landscape plan. <br /> <br />Mattila recommended Black Hills Spruce because it is a native tree <br />and is more hearty than a Colorado Spruce, and recommended a <br />coniferous plant because of the single family homes across the <br />park, and, if property were to develop to the south, the <br />evergreens would give a year around screen. <br /> <br />Benke mentioned a secondary planting which is quicker to grow and <br />would provide a summer screen; would like staff to review to <br />achieve that objective; would condition his subsequent comments by <br />suggesting again there are other uses for the site; however, as a <br />practical matter, some screening can mitigate negative consequen- <br />ces. <br /> <br />Motion by Benke, seconded by Larson, to APPROVE LP-223 SUBJECT TO <br />CONDITIONS WITH AN ADDITIONAL CHANGE THAT A BERM TOTALLING FIVE <br />FEET BE PROVIDED AND THAT ADDITIONAL LANDSCAPING PROVIDE SUMMER <br />SCREENING SUBJECT TO STAFF REVIEW AND APPROVAL. <br /> <br />Williams stated he will support the motion with the optimism that <br />the bituminous will be in place to provide a parking lot for a <br />greatly expanded physical structure that does not involve trucks; <br />doesn't like either truck storage in this city or the higher truck <br />traffic generated on the city's streets. <br /> <br />Benke agreed and noted, in terms of a permanent structure and the <br />size of the parking lot, the proposed building is relatively <br />small. <br /> <br />Gunderman stated realistically we have been working hard to make <br />all developments compatible and to eliminate what we are now pos- <br />sibly adding; and it seems we are trying to do two things at one <br />time but going in opposite directions. <br /> <br />Williams stated this demonstrates the need to complete and amend <br />both the Comprehensive Plan and the Zoning Ordinance so the design <br />of the community is more in keeping with council's intention. <br /> <br />Benke would be totally in agreement if we did not have similar <br />uses in adjacent areas. <br /> <br />III 4 Ayes - 1 Naye (Gunderman), Motion Carried <br /> <br />Page 5 <br />
