<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 23, 1988 <br /> <br />Tom Fieski, Project Manager for Boemer Building Systems, stated <br />Boerner Building Systems has complied with all requirements, be- <br />lieved the moratorium would not be applied to this site, and asked <br />that council approve staff's recommendation. <br /> <br />Benke recalled the council did not apply the moratorium to this <br />application because it was not sure whether or not the need for a <br />decision would be there; and it now has to consider the position <br />of the moratorium as an alternative to approval. <br /> <br />Benke believes there are higher and better uses for that site and, <br />given the sensitivity of the area, if more stringent requirements <br />are on the immediate horizon consideration of the moratorium obli- <br />gation should be at least discussed. <br /> <br />Mattila presented slides of the site and surrounding sites and in- <br />dicated it would take eight years for two-foot Black Hill Spruces <br />to totally screen the trailers, while it would take five years to <br />screen the trailers using five-foot Black Hill Spruces. <br /> <br />Benke stated council can approve the permit with the recommenda- <br />tion (he suggested changing it to five-foot high trees), or not <br />approve and/or continue until such time as the standards have been <br />revised. <br /> <br />In response to Gunderman's question, Mattila indicated the eastern <br />two or three acres of the parcel are buildable. <br /> <br />Benke indicated 500 cars <br />noted that amount of <br />building. <br /> <br />would be better than 500 trailers, but <br />parking space would require a substantial <br /> <br />With regard to the screening issue, Fieski stated they would like <br />to add height to the berm rather than to the trees; Benke agreed a <br />five-foot berm would be advantageous as it would provide an addi- <br />tional two feet of screening immediately and he would consider <br />that as an alternative; Williams concurred. <br /> <br />Williams further stated that two-foot trees have no value the <br />first six to eight years; and stated deciduous shrubs grow fast <br />and are less expensive, but they are seasonal; however, they could <br />be planted in double rows. <br /> <br />Benke believes the screening would be most desirable in the summer <br />months anyway. <br /> <br />Brandt asked if there is a way to assure that the planted trees <br />are mai~tained; Mattila stated an ordinance requiring all approved <br />site plans must be maintained and he has had success in enforcing <br />the ordinance. <br /> <br />Brandt asked, if approved, if it could be put on a calendar for <br />regular staff monitoring; Mattila indicated when he is out on in- <br />spections he does observe property (especially recently develop- <br />ed properties) to be sure landscaping is maintained. <br /> <br />Page 4 <br />
