<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 9, 1988 <br /> <br />Gunderman also <br />relates to new <br />driven rather <br />services can <br />approach as to <br /> <br />expressed concern for open space (page 151) as it <br />development and Qelieves making the programs user- <br />than user-serviced needs to be discussed (how many <br />we provide without changing the philosophical <br />what we can and cannot provide?). <br /> <br />Benke stated we do not want to get too specific in this document; <br />need to decide if we want to explore an area of interest; may wish <br />to ask the Park Board and the Planning Commission for their con- <br />sideration and input. <br /> <br />Locke stated the Plan is a living document that will change as the <br />city changes its approach to problems and some things (community <br />center and Old Highway 8 Corridor Plan) will be done in much more <br />depth than in the Plan. <br /> <br />Benke stated a review of how we pay for all of the programs we <br />provide should be surfaced either at the Team Building/Strategic <br />Planning workshop or the Town Hall Meeting. <br /> <br />Locke stated the Five Year Financial Plan and the Capital Improve- <br />ments Program are companion pieces to the Comprehensive Plan and <br />address the financial questions. <br /> <br />Regarding the Ramsey County park issue, Gunderman asked if <br />anything should be written into the Plan as to what the city wants <br />or does not want. <br /> <br />Sinda suggested the city's concerns regarding a County Operating <br />Board would be stronger in the form of a resolution. <br /> <br />With regard to the Town Hall meeting, Benke indicated the proposed <br />topics look good but understands the topics will not be finalized <br />until the Team Building workshop February 20 and 21, 1988. <br /> <br />Although it may be too late this year, Gunderman suggested the <br />Town Hall Meeting agenda include an update from each Board/Commis- <br />sion/Committee (it may simply be a hand-out). <br /> <br />To expand on that, Benke felt we should consider a handbook that <br />catalogs year-end reports which could include all goal statements; <br />and we may wish to reconsider the idea of getting the chairpersons <br />of all Boards/Commissions/Committees together and using the Team <br />Building report as an exploration tool. <br /> <br />The date for the Town Hall Meeting was set for March 19, 1988. <br /> <br />Announcements and Updates <br /> <br />The next <br />February <br />cause of <br />the same <br />possible <br /> <br />council meeting will be held at 4:00 p.m. on Tuesday, <br />23, 1988, with adjournment no later than 6:00 p.m., be- <br />the political caucuses being scheduled for 6:00 p.m. on <br />day; Benke asked staff to keep the agenda as light as <br />and to notify those involved with the public hearings. <br /> <br />Page 7 <br /> <br />Town Hall Meeting <br />Report 88-49 <br /> <br />Announcement <br />and Updates <br /> <br />Next Council <br />Meeting <br />
