I

I

I

Council Meeting Minutes
February 9, 1988

Gunderman also
relates to new
driven rather
services can
approach as to

expressed concern for open space (page 151) as it
development and Qelieves making the programs user-
than user-serviced needs to be discussed (how many
we provide without changing the philosophical
what we can and cannot provide?).

Benke stated we do not want to get too specific in this document;
need to decide if we want to explore an area of interest; may wish
to ask the Park Board and the Planning Commission for their con-
sideration and input.

Locke stated the Plan is a living document that will change as the
city changes its approach to problems and some things (community
center and Old Highway 8 Corridor Plan) will be done in much more
depth than in the Plan.

Benke stated a review of how we pay for all of the programs we
provide should be surfaced either at the Team Building/Strategic
Planning workshop or the Town Hall Meeting.

Locke stated the Five Year Financial Plan and the Capital Improve-
ments Program are companion pieces to the Comprehensive Plan and
address the financial questions.

Regarding the Ramsey County park issue, Gunderman asked if
anything should be written into the Plan as to what the city wants
or does not want.

Sinda suggested the city's concerns regarding a County Operating
Board would be stronger in the form of a resolution.

With regard to the Town Hall meeting, Benke indicated the proposed
topics look good but understands the topics will not be finalized
until the Team Building workshop February 20 and 21, 1988.

Although it may be too late this year, Gunderman suggested the
Town Hall Meeting agenda include an update from each Board/Commis-
sion/Committee (it may simply be a hand-out).

To expand on that, Benke felt we should consider a handbook that
catalogs year-end reports which could include all goal statements;
and we may wish to reconsider the idea of getting the chairpersons
of all Boards/Commissions/Committees together and using the Team
Building report as an exploration tool.

The date for the Town Hall Meeting was set for March 19, 1988.

Announcements and Updates

The next
February
cause of
the same
possible

council meeting will be held at 4:00 p.m. on Tuesday,
23, 1988, with adjournment no later than 6:00 p.m., be-
the political caucuses being scheduled for 6:00 p.m. on
day; Benke asked staff to keep the agenda as light as
and to notify those involved with the public hearings.

Page 7

Town Hall Meeting
Report 88-49

Announcement
and Updates

Next Council
Meeting
