<br />Council Meeting Minutes <br />February 9, 1988 <br /> <br />I <br /> <br />.Brandt updated council on <br />'meeting (Voss was terrified <br />authority for development <br />with Senator Novak. <br /> <br />the Ramsey County Charter Commission's <br />that the county might get bonding <br />purposes); Sinda will discuss bonding <br /> <br />~ <br /> <br />Brandt reported the North Suburban Cable Commission is still meet- <br />ing every two weeks and the next sessions will address public ac- <br />cess (what is it, who uses it, who doesn't use it, why, why not, <br />what should it be, what can it be, who should make it that, what <br />are the company's responsibilities under the agreement, are they <br />living up to them or not, should they, are there better options, <br />etc.) and they are seeking input from everyone; Sinda believed it <br />would be worthwhile for Judy Goepel, the city's Events Coordina- <br />tor, to attend. <br /> <br />With regard to "council comments" in the Bulletin, Gunderman would <br />like to pursue the articles as long as the articles are relative <br />to issues rather than the person. Benke suggested articles be <br />written from a personal perspective, and be scheduled through <br />staff with a courtesy copy distributed to all councilmembers prior <br />to publication. Benke stated the intent of the articles is to <br />provide general awareness and background that councilmembers per- <br />sonally feel to be informative; Gunderman agreed with the positive <br />team building concept. <br /> <br />I <br /> <br />Sinda reported on a hearing at Spring Lake Park of a legislative <br />commission that has been looking at transportation needs for the <br />state; city councils have been taking a position because, unless <br />there is more money in the state to take care of the road mainten- <br />ance and building needs, there will be big problems. The Commis- <br />sion is taking a leadership role and is putting together legisla- <br />tion that would shift 30% of the automobile excise tax (which now <br />goes into a general fund) to transportation and an increase of <br />three-cents-per-gallon tax on gasoline. <br /> <br />In response to Gunderman's question, Benke indicated the first <br />hearing is tomorrow in the House and next week in the Senate. <br /> <br />Motion by Gunderman, seconded by Larson, to SUPPORT A TRANSFER OF <br />30% OF THE MOTOR VEHICLE EXCISE TAX (MVET) FROM THE GENERAL FUND <br />TO THE HIGHWAY FUND AND A 3% INCREASE IN THE GASOLINE TAX CONTIN- <br />GENT UPON THE MVET TRANSFER BEING MADE. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />I <br /> <br />Benke announced the Northern Mayors' Association has retained <br />Joseph Strauss as Executive Director for one year to primarily <br />focus on developing clear-cut goals and objectives for the Associ- <br />ation, and to make sure that transportation projects that trigger <br />or serve developments come to the northern suburbs at the appro- <br />priate time, and the motion just passed is consistent with that <br />type of strategy. <br /> <br />Gunderman stated both the New Brighton Area Historical Society and <br />Stockyard Days, Inc. have asked about being a commission. <br /> <br />Page 8 <br />
