<br />DATE: September 21, 1971 <br />CASE NUMBER: R-66 <br />APPLICANT: Viewcon Inc. <br />LOCATION: Southwest Quarter of Section 19, Township 30, Range 23 <br />situated generally in the Northwest Quadrant of I-694 <br />and Silver Lake Road <br />REG2U-EST: Rezone certain .lands from R-1 to R-4 and from R-1 to R-5 <br />PLANNING CONSIDERATIONS: <br />The request for rezoning of a portion of the Viewcon properties was tabled at i°he <br />August 17th meeting to allow the developer time to provide more information with <br />regard to the proposed development. <br />The area under consideration is generally hilly terrain with mixed hardwood <br />vegetational cover in the extreme western portion of the property. Much of the <br />property will require substantial fill and grading if it is to be developed; part of <br />the site appears to have been victimized by gravel extraction at an earlier date. <br />A number of difficulties are apparent with regard to the request as submitted. <br />The descriptions of the parcels for which rezoning is requested do not coincide with <br />the legal description provided in the abstractor's certificate. As a result, if the <br />request were approved as submitted, the northerly 75' of the Vi I lage of New <br />Brighton property described as "the west 1/2 of the N412 feet of the NW 1/4 of <br />the SE 1/4 of the SW 1/4 of Section 19, T30, R23" would be rezoned to an R-4 <br />classification. <br />If our calculations are correct, based on the description provided on the abstract- <br />or's certificate which was secured from the office of the Village Clerk, the request <br />is to rezone 30 acres+ or -from R-1 to R-4 and 15 acres+ or -from R-1 to R-5. <br />Using minimum square footage requirements in the R-5 zone as a guideline (see <br />New Brighton Zoning Code, Section 10-060 paragraph h) between 420 and 800+ <br />units could be erected on the 15 acre site. An additional 350 to 600 units could <br />be erected on the 30 acre site. If we assume the middle range value in each case, <br />nearly 1100 units would be constructed on the 45 acre total site. <br />In general terms, such a project would increase the community population by <br />approximately 2,750 persons. These people could be expected to generate mini- <br />mally 7,000 vehicle trips daily all of which would probably involve Silver Lake <br />Road and one or two intersection. <br />
