Council Meeting Minutes
January 26, 1988

III 4.

CONSIDERATION OF A PACKAGED FOOD LICENSE FOR LENTSCH'S ICE
WORKS (52 MOUNDS AVE.).

5. CONSIDERATION OF RESOLUTION ACCEPTING LETTER OF REQUEST FOR
STREET AND UTILITY IMPROVEMENTS (INNSBRUCK ESTATES) AND ORDER-
ING AN ENGINEERING FEASIBILITY STUDY.

5 Ayes - 0 Nayes, Motion Carried

III

Council Business

Kelley reviewed staff report and recommendation to deny a parking
ban on Fifth Street S.E. based on the existing ordinance regarding
overnight parking.

In response to Benke's inquiry, Kelley stated he does not support
the ordinance as written; however, there are ramifications if it
is changed.

Following Brandt's inquiry, Kelley indicated the ordinance is
written for easier snow plowing, safety of residents who have
children that may dart out between parked cars, police can be
cognizant of cars that don't belong there, and itfs a means of
eliminating snowbirds. Kelley continued there is essentially no
overnight parking permitted in the city from 2:00 a.m. to 5:00
a.m. (except for emergency vehicles and doctors) and it is a city-
wide ban in effect daily; but did indicated we have given short-
term permission to park during those hours in unusual
circumstances.

III

In response to Benke's inquiry, Kelley indicated the junker ordin-
ance states a person cannot park a vehicle on a city street for
more than 48 hours; there is a six-hour limit during the day time;
a number of ordinances address different issues in various situa-
tions.

Benke asked what the circumstances would need to be to lift over-
night parking; Kelley indicated the Citizen Study Committee could
come up with criteria (ie. traffic flow, type of street, location
in city, through street or dead end, emergency response, snow sea-
son).

Page 2

Food License:
Lentsch's Ice
Report 88-25

Food and Apartment
Licenses:
Brightondale
Report 88-26

Food License:
Punkey's Pizza
Report 88-27

Street and Utility
Improvements:
Innsbruck Estates
Report 888-28
Resolution 88-11

Council Business

Petition: Parking
Bank on Fifth
Street S.W.
Report 88-29
