<br />Council Meeting Minutes <br />January 26, 1988 <br /> <br />I <br /> <br />Mattila indicated the current parking ordinance allows two parking <br />areas per unit; but he did not know what the ordinance stated ten <br />or fifteen years ago. <br /> <br />Benke suspects the problem is because the parking requirements of <br />prior times are not adequate today; Gunderman felt staff should <br />ask the owner to provide the appropriate parking spaces for the <br />residents. <br /> <br />Kelley stated he has had a number of conversations with the Resi- <br />dent Manager Alice Teig who indicates there are many more cars <br />now; the Police Department receives many such complaints from ten- <br />ants, manager, and owner of Garden Grove Apartments; and he also <br />pointed out that some garages may not be rented. <br /> <br />Teig stated the signatures on the petition represents 100% of the <br />renters; and explained, with roommate situations, sometimes there <br />are four cars per unit. <br /> <br />Benke indicated the street may not be a dead-end street forever. <br /> <br />I <br /> <br />Lynette Metcalf, tenant, indicated arriving home with small chil- <br />dren late at night would be easier if parking was permitted in <br />front. <br /> <br />Roger Ergins, tenant, stated he arrives home between three and <br />five o'clock in the morning and parking on one side of the street <br />would take care of the problem. <br /> <br />Gunderman didn't believe it is a question of denying or approving <br />the petition; and indicated, although he is sympathetic to the <br />situation, there needs to be some type of negotiation for the <br />owner to provide appropriate parking spaces. <br /> <br />In response to Benke's question, neither <br />looked at the area to determine whether <br />available. <br /> <br />Mattila nor Kelley had <br />or not there is space <br /> <br />Teig indicated there is no space on their land for additional par- <br />king, nor on adjacent land except for the possibility of using the <br />city's well site east of their property. <br /> <br />Williams asked if the <br />until the city needs <br />site is not very big <br />he will look into the <br /> <br />city's land could be leased to the owner <br />it back; Proper indicated the water tower <br />and it is a long walk to the apartments, but <br />situation. <br /> <br />I <br /> <br />Williams wondered if part of the solution might be for the apart- <br />ment owner or manager to look at assigning pal'king places. <br /> <br />Teig stated she has too many people to assign parking places; <br />noted the complex has an overflow lot on southwest corner; and all <br />residents have stickers on rear-view mirrors so the police would <br />know which vehicles belong to the complex. <br /> <br />Page 3 <br />
