<br />Council Meeting Minutes <br />January 26, 1988 <br /> <br />I <br /> <br />Motion by Benke, seconded by Williams to CONTINUE CONSIDERATION OF <br />THE PETITION AND REQUEST THE CITIZEN STUDY COMMITTEE TO CONSIDER <br />THE ISSUE AND RELATED ISSUES SURROUNDING THE PARKING ORDINANCE AND <br />REPORT BACK TO THE CITY COUNCIL AT THEIR EARLIEST OPPORTUNITY. <br /> <br />Benke asked that the petitioners be invited to attend the Citizen <br />Study Committee when the issue is on its Agenda. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Mattila reviewed the three options available to council regarding <br />a moratorium on exterior storage. <br /> <br />Benke asked to what extent this is related to the Herbst site; <br />Mattila indicated Boerner Building Systems is scheduled to appear <br />before the Rice Creek Watershed District (RCWD) and the Minnesota <br />Pollution Control Agency for review. <br /> <br />Benke stated, if council were to hold a second reading and order <br />publication, if the moratorium would become effective on publica- <br />tion. <br /> <br />I <br /> <br />Mattila stated the second reading and no action this evening would <br />hold off the moratorium and council could enact the moratorium at <br />a future meeting. <br /> <br />Motion by Williams, seconded by Gunderman, to WAIVE THE READING <br />AND HOLD A SECOND READING ON AN INTERIM ORDINANCE RESTRICTING THE <br />DEVELOPMENT OR EXPANSION OF USES INVOLVING EXTERIOR STORAGE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Kelley had nothing to add to the staff report regarding exempting <br />funeral processions from the requirements of Section 29-8 of the <br />City Code. <br /> <br />Motion by Larson, seconded by Williams, to WAIVE THE READING AND <br />HOLD THE FIRST READING OF AN AMENDMENT OF SECTION 29-8 OF THE NEW <br />BRIGHTON CITY CODE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Regarding direction concerning requests for funeral escorts, Benke <br />indicated he would like to discuss options at the second reading; <br />in addition to talking with ministers he will be talking with <br />others and needs answers before developing a recommendation. <br /> <br />I <br /> <br />Mattila reviewed staff report concerning the subdivision of a por- <br />tion of a 34.5 acre parcel into 15 single family lots; updated <br />council on the Park Board's concerns; and indicated there is a 60- <br />foot right-of-way on the proposed plat to serve the area to the <br />south, which Proper indicated would be adequate for a public <br />street. <br /> <br />Page 4 <br /> <br />Moratorium on <br />outside storage <br />space <br />(Second Reading) <br />Report 88-30 <br /> <br />Ordinance Amendment: <br />Section 29.8 <br />(Funeral Pro- <br />cessions) <br />First Reading <br />Report 88-31 <br /> <br />PL-167 <br />Harstad Companies <br />Report 88-32 <br />Resolution 88-12 <br />
