<br />Council Meeting Minutes <br />January 26, 1988 <br /> <br />I <br /> <br />Williams noted Ken Briggs, Harstad Companies, assured the Park <br />Board members that Harstad would be willing to work with the Board <br />in laying out the development so there would be an adequate amount <br />of park space and would be easily accessible to future occupants; <br />and reported the Board felt it was premature to discuss the park <br />dedication ordinance. <br /> <br />Briggs stated Harstad intends to come before council within the <br />next few months for this site; needs to get more information from <br />the Park Board and the Planning Commission (Harstad Companies <br />needs to know what will happen with the city's land before a plan <br />is developed); and will be working with staff over the next few <br />months. <br /> <br />Benke encouraged staff to consider all options available up to and <br />including fair market buy-out and the recreational needs to be in- <br />corporated and provided as part of a home owners association; and <br />to look at ongoing maintenance and programming costs of a park. <br /> <br />Gunderman ~sked that Tony Vacca, 3042 - 12th Street N.W. (just <br />north of proposed sites), address his concern relative to the <br />catch basin and the retention pond. <br /> <br />I <br /> <br />Benke understands there has been a problem and that staff has been <br />working on the situation; developers need to do what Rice Creek <br />Watershed District says needs to be done; and it is not appropri- <br />ate for the city to get involved in neighborhood battles. <br /> <br />Briggs recognizes there is a problem; spent time with his engin- <br />eers regarding the proposal; before coming back to the council for <br />final plat approval, will design three temporary ponds to catch <br />drainage from the back of the lots until the entire site is de- <br />signed; and they may be able to bring the water to the storm <br />sewer. <br /> <br />Benke does not want to delay the applicant's proposal to enforce <br />requirements. <br /> <br />Gunderman stated it is not his intent to hold the project back <br />until Vacca's problem is resolved. <br /> <br />Mattila stated because neither re nor the Planning Commission had <br />access to complete information at the Commission meeting, the Com- <br />mission members felt somewhat responsible to tack it onto the pro- <br />posed resolution; and he did not believe it fair to the applicant <br />to resolve a neighborhood problem when the actual plat will not <br />impact the stormwater management plan. <br /> <br />I <br /> <br />Vacca believes it is someone's responsibility when they add value <br />to one area and detract value from another area; water will be <br />added to 12th Street into the sewer; before you finish building a <br />new area, must be conscience of the people already residing in the <br />area; has been working on the issue for 17 months; issue is "if <br />you add water you will increase volume"; need to take care of rate <br /> <br />Page 5 <br />
