<br />Council Meeting Minutes <br />January 26, 1988 <br /> <br />I <br /> <br />Following a discussion of the thirty-day limit, Benke stated the <br />intent of city council is to move to a decision as quickly as pos- <br />sible; asked staff to prepare"a summary sheet on where we are on <br />all of the issues, a course of action, and a recommendation. <br /> <br />Motion by Gunderman, seconded by Brandt, to CONTINUE THE A. THOMAS <br />OSWALT RELOCATION HEft.RING FOR TWO WEEKS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Announcements and Updates <br /> <br />I <br /> <br />Sinda briefly updated council on tax issues and the Coalition of <br />Outstate Cities proposal. Sinda indicated on the surface, accord- <br />ing to the proposed formula, it looks like New Brighton would <br />probably gain about six percent (6%) of State Aid in the first <br />year, but it doesn't say that ovel' a period of time as the formula <br />works we would probably lose in our City and that outstate cities <br />would gain). Sinda indicated the Coalition will be reviewing it <br />and will perhaps make modifications, and indicated the Governor's <br />proposal is not complete and has not been approved. <br />Sinda reported that about 65% of the taxes that are generated <br />state-wide come from the metro area and about 45% come back to the <br />metro area and the Coalition's formula indicates more dollars <br />would be generated from the metro area and less than 45% would <br />come back to the metro area. Although New Brighton may get more <br />dollars in State Aid, the problem is that our taxpayer may end up <br />paying more. The Association of Metropolitan Municipalities's <br />Revenue Committee is recommending to the AMM Board that they not <br />support the Coalition's proposal until such time as they can show <br />a f\ve-year computer run to show how it works. <br /> <br />.Benke reported the Northern Mayors' Association's Steering Commit- <br />tee has reco~nended the acquisition of services from Joseph <br />Strauss, who is a very experienced and effective person, for a <br />one-year contract, and Helen Wilke to represent the group on <br />transportation issues. <br /> <br />Williams stated <br />million surplus <br />new programs <br />reallocation or <br /> <br />regardless of anyone's lobbying efforts, the $223 <br />is allocated by the state and the funding of any <br />would have to be accomplished only through <br />raising taxes. <br /> <br />Benke stated that is all the more reason to be concerned about the <br />redistribution of what is there and this group needs to adopt a <br />long-range perspective. <br /> <br />I <br /> <br />Larson attending the Ramsey County League of Local Government <br />meeting last week and the presentation was from the Hennepin <br />County Park Board, The taking over of park systems that were <br />already developed were discussed; no answers were given but Hen- <br />nepin County offered services for consultation. <br /> <br />Page 20 <br /> <br />Announcements <br /> <br />Tax Issue Update <br /> <br />Northern .Mayors I <br />Association - <br />Joseph Strauss <br />Helen Wilke <br /> <br />RCLLG <br />
