I

I

I

Council Meeting Minutes
January 12, 1988

period; and noted we should take a very critical review of the
product next year, at which time we can decide whether or not we
wish to continue participation. A broader concern of Benkels is
that we have a commonality of interest with various factions
across the state, but there is also a competition of interests.

Motion by Benke, seconded by Gunderman, to WAIVE THE READING AND
ADOPT A RESOLUTION SUPPORTING AN INCREASE OF FUNDING FOR THE NOR-
THERN MAYORS. ASSOCIATION; AND TO FINANCE THE INCREASE FROM THE
GENERAL FUND.

5 Ayes - 0 Nayes, Motion Carried

'Nith regard to the staff report on 1988 newsletter quotes,
Gunderman indicated his question has been answered and moved,
seconded by Williams, to AUTHORIZE STAFF TO CONTRACT WITH ADVANCED
PRINTING, LINO LAKES, MINNESOTA, FOR THE PRINTING OF FOUR CITY
HALL/RECREATION NEWSLETTERS AT A COST NOT TO EXCEED $3,000 FOR 24
PAGE ISSUE OR $12,000 FOR FOUR ISSUES.

5 Ayes - 0 Nayes, Motion Carried

Announcements and Updates

Brandt updated council on the status of the Ramsey County Charter
Commission and specifically its meeting with representatives of
the Ramsey County League of Local Governments to give the Commis-
sion perspectives of the cities in Ramsey County regarding the po-
tential for a county charter. Some members of the Commission had
indicated municipalities might have real concerns over the loss of
control over various local services which they felt were providing
better, more efficiently, and more economically than would be done
by someone far removed from the community.

Three League members were there and Brandt was surprised at the
response to direct questions posed by her; one representative felt
cities would have no problems of having a county charter which
created a county-wide authority over all parks, with the possible
exception tot lots. This caused Brandt to wonder if she had mis-
judged what the sentiment would be in our community; and she asked
councilmembers how they felt about the county basically taking
over all services of the communities.

Benke said he would be unalterably opposed to Ramsey County taking
over our parks; expects that was confused with a Parks Department
for the county; would not favor, at any point and time, the county
taking over the administration of our parks.

Page 16

1988 Newsletter
Quotes
Report 88-12

Announcements
and Updates

Ramsey County
Charter
Commission
Update
