I I I Council Meeting Minutes January 12, 1988 :~otion by Benke, seconded by Larson, to DEFER ACTION ON QUICK-TAKE AUTHORITY RESOLUTION TO JANUARY 26, 1988. 5 Ayes - 0 Nayes, Motion Carried ~attila briefly reviewed the most recent changes concerning the Transportation element of the Comprehensive Plan and stated coun- cil will be asked to adopt the entire Plan at a later date. Benke commented that some communities are implementing impact fees on major corporate developments (costs of freeway interchanges, traffic signals, etc.); and believes we should provide for the contingency of adopting those types of requirements as there should be paybacks on some of those impacts. Benke asked that the sidewalk plan be incorporated into the trans- portation element along with bike lanes. No action required, no action taken. Staff had nothing further to add to the staff report concerning wage ranges for 1988, insurance contribution for non-union person- nel, and travel reimbursement. Motion by Gunderman, seconded by Brandt, to WAIVE THE READING AND ADOPT A RESOLUTION ESTABLISHING WAGE RANGES, INSURANCE CONTRIBU- TION FOR NON-UNION PERSONNEL, AND TRAVEL REIMBURSEMENTS. 5 Ayes - 0 Nayes, Motion Carried In response to Benkels question, Sinda indicated although the funds for city hall construction will be closed, the finances will not. . Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND ADOPT A RESOLUTION AUTHORIZING CLOSING OF CITY HALL CONSTRUCTION FUND 486. 5 Ayes - 0 Nayes, Motion Carried In response to Brandt1s question, Sinda explained the Finance Di- rector suggests we can either add the $4800 to the budget and, therefore, expand the budget by $4800, or wait until later in the year to see if any fund is underspent. Benke also noted the Mayor/Council budget has a $5,000 contingency item. Benke reviewed the need for the Northern Mayors. Association to hire a lobbyist, although some mayors are opposed. Benke ex- plained Association has relied on volunteer staff from multiple sources to pull things together; now at a point where the respon- sibility needs to be focused to define a mission and a strategy for the group.
