<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 12, 1988 <br /> <br />:~otion by Benke, seconded by Larson, to DEFER ACTION ON QUICK-TAKE <br />AUTHORITY RESOLUTION TO JANUARY 26, 1988. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />~attila briefly reviewed the most recent changes concerning the <br />Transportation element of the Comprehensive Plan and stated coun- <br />cil will be asked to adopt the entire Plan at a later date. <br /> <br />Benke commented that some communities are implementing impact fees <br />on major corporate developments (costs of freeway interchanges, <br />traffic signals, etc.); and believes we should provide for the <br />contingency of adopting those types of requirements as there <br />should be paybacks on some of those impacts. <br /> <br />Benke asked that the sidewalk plan be incorporated into the trans- <br />portation element along with bike lanes. <br /> <br />No action required, no action taken. <br /> <br />Staff had nothing further to add to the staff report concerning <br />wage ranges for 1988, insurance contribution for non-union person- <br />nel, and travel reimbursement. <br /> <br />Motion by Gunderman, seconded by Brandt, to WAIVE THE READING AND <br />ADOPT A RESOLUTION ESTABLISHING WAGE RANGES, INSURANCE CONTRIBU- <br />TION FOR NON-UNION PERSONNEL, AND TRAVEL REIMBURSEMENTS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />In response to Benkels question, Sinda indicated although the <br />funds for city hall construction will be closed, the finances will <br />not. <br />. <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND <br />ADOPT A RESOLUTION AUTHORIZING CLOSING OF CITY HALL CONSTRUCTION <br />FUND 486. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />In response to Brandt1s question, Sinda explained the Finance Di- <br />rector suggests we can either add the $4800 to the budget and, <br />therefore, expand the budget by $4800, or wait until later in the <br />year to see if any fund is underspent. Benke also noted the <br />Mayor/Council budget has a $5,000 contingency item. <br /> <br />Benke reviewed the need for the Northern Mayors. Association to <br />hire a lobbyist, although some mayors are opposed. Benke ex- <br />plained Association has relied on volunteer staff from multiple <br />sources to pull things together; now at a point where the respon- <br />sibility needs to be focused to define a mission and a strategy <br />for the group.
