The retail markets are over- <br />built in the metro area, as are many segments of the <br />office/industrial market. World and national economic <br />conditions give us cause to be cautious. Redeveloping <br />downtown and the area north of 1-694, consequently, may <br />have to be reconsidered. We also need to address the <br />lingering stench from the rendering plants and the impact <br />they have on our future redevelopment. We need to clari- <br />fy our long-range vision for this area so that our imme- <br />diate actions make sense to our residents who share the <br />financial and community environment costs. <br /> <br />3. <br /> <br />Affordable City Services Welve just begun our new budget <br />year. Already the consequences of our need to raise rev- <br />enues to continue needed and desireable services are <br />being noticed. I am confident that we are among the most <br />efficient providers of city services. We have good <br />people who work hard. But we've stretched them about as <br />far as we can. User fees have been maxed out. We can't <br />raise property taxes much more. Federal aids are gone <br />and state aids are shaky. We need to re-evaluate and re- <br />prioritize to control costs. As the council has discuss- <br />ed, we need to keep our eyes on day-to-day affairs while <br />we're celebrating success and planning for the future. <br /> <br />Obviously, many other specific projects and problems will re- <br />quire our attention during 1988. Continued park improve- <br />ments, increased recycling, water system changes, and Long <br />Lake Road reconstruction are just a few of our tasks. I am <br />confident that we have the Council and staff needed to lead <br />the City through these challenges. Steve Larson joins a <br />special team at a unique time. It wonlt be easy, but we can <br />do it. I'm confident that a year from now we will still be <br />able to say that the state of our City is healthy, vibrant, <br />exciting, and challenging. We're on the way into our second <br />century. 11m ready -- let's go and letls share the challenge <br />with as many of our neighbors as we can. Together, we can <br />build on our first century and create a better tomorrow, not <br />just in New Brighton but wherever our future takes us. <br /> <br />Prior to making the various appointments, Benke asked that Council <br />Business Item 1-1 be considered at this time as Casserly needed to <br />be somewhere else very shortly.
