I

I

I

Council Meeting Minutes
January 12, 1988

Lions. Squash Festival established new standards of excite-
ment and hard work that will be difficult to beat. I could
not be happier with the way our community came together.

We cannot let this memorable year pass without again express-
ing our heartfelt thank you to our Centennial Commissioners,
volunteers from all the civic organizations, and our city
staff for a job well done. Thanks, too, to Steve Schmidt and
Roger Blomquist for their contributions on the council. A
special thank you goes to Dana, Arly, and Roger Williams for
your support and leadership.

While the celebration continued last year, the business of
running our city went on, too, with similar successes. Com-
pletion of Star Cityls program requirements highlighted our
efforts to revitalize our economic development program.
Announcement of a settlement in principal of our lawsuit
against the U. S. Department of Defense signalled the closure
of a frustrating era and the start of a new phase in our
water supply management process. City hall remodeling was
completed, giving us an efficient work place that we can show
off with pride. And our Explorer Post helped us wrap up a
successful year with its international award for crime pre-
vention programming. These are but a few of our successes
and highlights from a memorable 1987.

With all these successes to celebrate, itls hard to bring my-
self to suggest we need to return to reality. The afterglow
will be enjoyed in 1988, but it.s now time to refocus on our
future. We started the process 100 years ago; now itls time
to evaluate and adjust, to rest momentarily and recharge our
batteries, and to launch new efforts.

I see 1988 as a year of review and renewal. Along the way, I
am recommending to the Council that we include the following
priorities on our 1988 "To Do" list:

1. Boards and Commissions I would like to involve the
volunteers on our advisory groups in a review of the mis-
sion and methods for each body. These people provide
valuable advice. We cannot afford to waste their time or
overlook their value. Their efforts must be meaningful
and personally satisfying. I would like to encourage
more interaction, with Council, beginning with involve-
ment of their chairpersons in our strategic planning pro-
cess. I would like to provide more support, for example,
with skill-building opportunities to help develop leader-
ship abilities.

2. Economic Development The world around us will continue
to constrain and/or enable our efforts to strengthen our
tax base. We1ve done much of our homework and welre pro-
ceeding with implementation along the Highway 8 corridor.

Page 2
