<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 22, 1987 <br /> <br />Williams said it looks like an attractive proposal which takes <br />care of all property line problems. <br /> <br />In response to Benke's question regarding Perron's situation, <br />Mattila indicated some of his equipment will remain on the parcel. <br /> <br />As neither the councilmembers, the applicant, nor the audience had <br />any questions or comments, Williams moved, seconded by Brandt, to <br />CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Brandt, seconded by Blomquist, to WAIVE THE READING AND <br />ADOPT RESOLUTIONS APPROVING SP-146 AND PL-165, SUBJECT TO CONDI- <br />TIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Steve Zenz, Financial Policy Advisory Board member, stated the ob- <br />jective of the policy for general reserves is to provide good <br />planning and guidance for the city; the policy is broken into two <br />segments: (1) reserve for cash flow, and (2) reserve for contin- <br />gencies to provide a ten percent (10%) cushion to the city against <br />revenue cuts by the state and federal government. <br /> <br />Benke commended the Board for the policy which has been needed for <br />a long time. <br /> <br />Motion by Williams, seconded by Blomquist, to WAIVE THE READING <br />AND ADOPT A RESOLUTION APPROVING A POLICY FOR GENERAL RESERVES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Paul Fournier, Economic Development Commission, briefly reviewed <br />the Commission's annual report; highlighted the history of the <br />Commission, its activities, key development projects begun and/or <br />completed in New Brighton 1987; and identified the Commission's <br />two key projects for 1988 (update Star City recertification pro- <br />gram and the Old Highway 8 Corridor Plan).
