Proper recommended a franchise fee to <br />only fund the Long Lake Road undergrounding cost; and, when the <br />next applicable project is proposed, staff would come back to <br />council for another agreement. <br /> <br />Benke stated it appears that $5 million for a 40-year period of <br />time is over-estimated because several roads (County Road D and <br />Silver Lake Road) were recently redone. If a road is never redone, <br />Benke asked if the utilities would never go underground; Proper <br />said utilities on an unimproved street could be placed underground <br />if council decides to go further with the program. <br /> <br />Benke asked if prior councils <br />utilities be undergrounded; <br />stated the ordinance says all <br />specific date. <br /> <br />had mandated all new developments's <br />Proper responded affirmatively and <br />utilities will be underground by a <br /> <br />Gunderman asked if there were any facts and figures indicating the <br />cost of undergrounding utilities at a time when road reconstruc- <br />tion was not taking place; and asked how much of the $600,000 for <br />undergrounding utilities on Long Lake Road would go to NSP. <br /> <br />Proper indicated it would be significantly more expensive to <br />underground utilities when a road was not undergoing reconstruc- <br />tion, although he did not have figures available; and stated the <br />city has to pay NSPas soon as the project is completed in the <br />Fall of 1988; LeFevere indicated there is about $100,000 in inter- <br />est involved. <br /> <br />Williams asked if there is any evidence that undergrounded utili- <br />ties are less likely to be interrupted during a storm; Proper sta- <br />ted he had heard comments both ways, but noted underground utili- <br />ties would be protected; Benke stated above ground power lines, <br />when down, are very dangerous. <br /> <br />Proper stated the residents on Long Lake Road who currently have <br />aerial service would pay an additional $2.00 per month charge if <br />the service is placed underground. <br /> <br />Benke asked for the 1970's councils' rationale for the ordinance; <br />Proper stated their rationale paralleled the rationale of the <br />current council. <br /> <br />Gunderman stated telephone lines and cable lines would be buried <br />at no cost to the residents; Proper confirmed. <br /> <br />Benke asked City Manager if there had been any discussion by the <br />Suburban Rate Authority on the $2.00 ongoing monthly charge; Sinda <br />indicated he has heard it is a method NSP uses to pay for the de- <br />velopment cost and it a continuous charge to cover the cost of re- <br />placing worn or faulty lines. <br /> <br />Page 4 <br />
