<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 22, 1987 <br /> <br />Regarding the easements, Proper stated some easements would be re- <br />quired; LeFevere stated it is not yet determined who the acquiring <br />party would be (NSP or New Brighton). <br /> <br />Motion by Blomquist, seconded by Benke, to WAIVE THE READING AND <br />HOLD THE FIRST READING OF AN ORDINANCE WHICH IMPOSES A FRANCHISE <br />FEE TO PAY FOR UNDERGROUNDING NORTHERN STATES POWER1S POWER LINES <br />ON LONG LAKE ROAD AND ON OTHER MAIN CITY THOROUGHFARES, AT SUCH <br />FUTURE TIMES AS THEY ARE UPGRADED. <br /> <br />Benke recommended not scheduling the second reading until such <br />time as it can be considered concurrently with a draft of the <br />Plan; LeFevere agreed. <br /> <br />Brandt assumes we will have answers to the questions raised <br />tonight. <br /> <br />4 Ayes - 1 Naye (Gunderman), Motion Carried <br /> <br />Williams indicated he voted in favor of the motion because a se- <br />cond reading is required and would be in conjunction with the <br />agreement. If the agreement is not to council IS liking, Williams <br />does not believe there should be a second reading. <br /> <br />Mattila reviewed the staff repor~ concerning an amendment to the <br />Brighton Village sign plan allowing the major tenant to be iden- <br />tified on the shopping center's ground sign.
