<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 22, 1987 <br /> <br />Fieski indicated staff's recommended three-inch surface to allevi- <br />ate dust would cost $100,000 and there is not enough traffic to <br />justify either the thickness or the cost. <br /> <br />In response to Benke's question, Mattila stated no one from staff <br />or the Planning Commission recommended a three-inch thickness. <br /> <br />Waldis Erdmanis, Buck <br />asphalt is produced and <br />come a problem there is a <br />through bituminous. <br /> <br />Blacktop representative, explained how <br />recycled, and stated if dusting does be- <br />way to control it through chemicals or <br /> <br />Mattila believes traffic over recycled asphalt material does pro- <br />duce dust. <br /> <br />Benke stated he was not as concerned with appearance as with <br />whether or not there is sufficient traffic to generate dust. <br /> <br />Blomquist noted the MPCA suggested an impervious layer on top of <br />the site to prevent stormwater infiltration. <br /> <br />Benke asked if seal coating would be considered impervious; Proper <br />stated the city has used a lot of recycled blacktop, which is <br />crushed to a Class V gravel specification, and. it makes a excel- <br />lent road base. However, his experience is that it is very dusty <br />(but maybe that would not occur in a parking lot situation) and <br />has found that it is impervious (more so than a lime rock base). <br /> <br />Benke stated if we have a minimum amount of rain it would generate <br />a lot of run-off. <br /> <br />Williams asked what kind of site preparation is done before the <br />material is laid, and asked if it is so impervious that weeds <br />would not grow through it. <br /> <br />Fieski stated the MPCA is prepared to approve the site plan as <br />proposed and has placed restrictions on the property to maintain <br />the cover over the landfill, and to guarantee the runoff will go <br />in a westerly direction, and believed nothing would grow through <br />recycled Class V. <br /> <br />Benke asked if seeds blown onto the site could be controlled or if <br />the would germinate on the surface; Erdmanis stated blown seeds <br />could be controlled with a form of weed control. <br /> <br />In response to Williams' question, Erdmanis believed the material <br />would be five inches thick. <br /> <br />Gunderman indicated the Environmental Quality Commission had some <br />concerns for this project at the December 9th meeting; the EQC and <br />the applicant had dramatically different opinions regarding the <br />composition of the landfill. Gunderman stated many questions were <br />left unanswered and council/staff should know what the contami- <br />nants are before approving a project on the site. <br /> <br />Page 8 <br />
