<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 24, 1987 <br /> <br />Public Hearings <br /> <br />Locke briefly reviewed staff report concerning the expansion of <br />Development District No.1, enlarging Tax Increment District No. <br />5, and the establishment of Tax Increment District No. 13; and <br />stated Jim O'Meara of O'Connor & Hannan is present to answer any <br />questions relating to the documents. <br /> <br />As the map showing boundary changes was not with the packet, <br />Gunderman moved, seconded by Blomquist, to MOVE THE ITEM TO THE <br />END OF THE PUBLIC HEARING PORTION OF THE COUNCIL MEETING TO ALLOW <br />STAFF TIME TO COpy AND DISTRIBUTE THE REQUESTED MAP. <br /> <br />4 Ayes - 0 Nayes Motion Carried <br /> <br />Proper introduced Ramsey County Engineer Wayne Leonard; and direc- <br />ted residents to New Brighton Engineering Aides Bob Rutherford and <br />Mark Herrick for answers to questions relating to their specific <br />property. <br /> <br />Proper reviewed: the history on phase two of the Long Lake Road <br />Upgrading (Project 85-1); the proposed recommendations; the es- <br />timated assessments (noting the assessments on both the north and <br />south phase would be combined and special assessed at a hearing in <br />August 1988 for collection beginning in 1990 tax statements and <br />continuing for ten or twelve years); costs for undergrounding <br />utilities; and the schedule for the project (to be substantially <br />completed by November 1988). <br /> <br />Proper recommended the franchise fee for undergrounding utilities <br />be set up as a revolving fund so when the city has another county <br />road project, it would have the funds available to put the utili- <br />ties underground (eventually all large aerials will be buried). <br /> <br />In response to Brandt's concerns, Proper explained: the Pike Lake <br />Trail would cross long lake Road at a signal light to assure a <br />safe crossing; some right-of-way is required in order to have <br />trees removed in two areas for the curves (he has discussed with <br />the owners on a number of occasions), and stated there will be <br />some geometric changes for better site at the 14th Street inter- <br />section; a time table has been agreed upon for the acquisition of <br />easements; parking on Long Lake Road would not be banned until the <br />project is completed; and stated all undergrounding of cable tele- <br />vision cables would be at the expense of the cable company. <br /> <br />In response to Gunderman's questions, Proper stated Northwestern <br />Bell Telephone is undergrounding on the north phase of the pro- <br />ject, and explained how the existing triangle at the 14th Street <br />intersection will change, noting the new grade will be almost flat <br />to eliminate the existing super-elevated slope to make it a safer <br />more comfortable intersection. <br /> <br />Additionally, Leonard explained the proposed design allows for ex- <br />cellent vision to the north and south for those entering Long Lake <br />Road from 14th Street; and indicated Ramsey County monitors busy <br />intersections and stated the current traffic flow volume at that <br />intersection does not warrant a semaphore at this time. <br /> <br />Page 3 <br /> <br />Creation of TIE <br />Dist. #13 <br />Expansion of <br />TIF Dist. #5 <br />Expansion of <br />Municipal Dev. <br />Dist. #1 <br />Report 87-292 <br />Resolution 87-122 <br />7:37-7:41p.m. <br />lO:40-10:45pm <br /> <br />Long Lake Road <br />Upgrading, <br />Project 85-1 <br />Phase 2 <br />Report 87-293 <br />Resolution 87-123 <br />Resolution 87-124 <br />7:41-10:12p.m. <br />
