<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 24, 1987 <br /> <br />In response to Williams's inquiry about former concerns, Proper <br />stated he and the city's forester would be looking at each tree <br />that would be intrude on the project (each tree will be trans- <br />planted, if possible); and indicated the face of each home on the <br />project is at least 30 feet from the proposed sidewalk. <br /> <br />In response to Gunderman's concern about slowing down traffic, <br />Leonard indicated Long Lake Road is designed for 30-mile-per-hour <br />traffic (residential street) and, if that is abused, the recourse <br />for speeders would be with law enforcement. <br /> <br />Eugene Haas, 1144 Long Lake Road, believes his home is only 20 <br />feet from the proposed sidewalk (Proper indicated he will remeas- <br />ure the distance); asked if undergrounding would be to all <br />residents with aerial service (Proper indicated all aerial service <br />would be buried); and asked for clarification on storm sewer <br />drainage pattern (Proper stated the assessment would only be for <br />the portion of the property that drains toward Long Lake Road). <br /> <br />Florence Myslajek, 1820 Long Lake Road, questioned previous storm <br />sewer assessments (Proper indicated those assessed in 1977 would <br />not be reassessed). <br /> <br />Brad Oosterhuis, 1290 Long Lake Road, asked of assurances that <br />landscaping and turnarounds will be to owner's satisfaction <br />(Proper and Leonard will work with owners; Ramsey County will have <br />the necessary easement documents prepared with the homeowner); be- <br />cause Long Lake Road is a collector street, believes a larger por- <br />tion of residents should be considered in that easement area <br />(Benke explained the owners would be assessed no more than any <br />other residential street's homeowners, with MSA, County, and City <br />funds being used for the majority of the project); and agreed with <br />city-wide payment of undergrounding utilities, but questioned dif- <br />ference of a $2 monthly charge and his neighbor's $6.32 monthly <br />charge. <br /> <br />LeFevere indicated the $6.32 is not a franchise fee, and that the <br />neighbor would pay an additional $2.00. <br /> <br />Benke stated it may be awhile before the city has another road <br />project where underground utilities would be installed; Proper <br />stated the revolving fund would generate enough funds so the city <br />would not have to borrow from itself in the future; Benke believed <br />that was an issue we will be resolving when we amend the franchise <br />document. <br /> <br />Brandt stated she would like to defer that discussion until after <br />the public hearing. <br /> <br />Helen Buckley, 1270 Long Lake Road, stated NSP explained to her <br />that the $6.32 charge is for having her electrical wires under- <br />ground; Bill Lewis, NSP employee, stated the $6.32 is a combina- <br />tion of a set charge of $4.00 that everyone pays to cover the cost <br />of meter reading, etc., and a $2.00 fee for undergrounding. <br /> <br />Page 4 <br />
