<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 24, 1987 <br /> <br />Lewis, 1933 Fifth Street N.W., feels the $610,000 could be better <br />spent by the City than for undergrounding this small section of <br />line; and indicated those on Long Lake Road would be paying $2.00 <br />plus $2.00. <br /> <br />Bob Norell, 1842 Long Lake Road, supports undergrounding of the <br />unsightly power lines; with shortened driveways and IIno parkingll <br />policy, concerned about parking for guests; and stated the side- <br />walk from 19th Street to 694 impacts on the available space in <br />front of the homes and asked council to reconsider their proposed <br />installation. <br /> <br />Blomquist asked if the hammerhead turn-around is in the right-of- <br />way; Proper indicated it is. <br /> <br />Ron Erickson, 1247 Long Lake Road, stated New Brighton would be <br />foolish not to underground at this time; supports IIno parkingll on <br />Long Lake Road (people can arrange for parking through special ar- <br />rangements); for safety reasons, supports sidewalk on upgraded <br />road; but, because the north portion of the project has two lanes, <br />questioned the need for a third lane on the south portion when <br />there are fewer driveways and intersecting streets than on the <br />north portion. <br /> <br />Leonard reviewed traffic projections and standards, and indicated <br />traffic volume changes significantly at 14th Street; Benke <br />explained the width is a measure to safely accommodate a left turn <br />lane and the high volume of traffic between {-694 and 14th Street; <br />Erickson urged council to reassess the need for a third lane all <br />the way through, except at critical intersections such as at 14th <br />Street. <br /> <br />In response to Erickson1s desire to work with a modified alternate <br />plan, Benke explained the difference is a bikeway on the shoulder <br />for one-way versus two-way on a separated path and the proposed <br />width is consistent with State bikeway standards (eight foot is <br />minimum on two-way). <br /> <br />Vance Spiegel, 1805 19th Street N.W., asked if specific trees had <br />been identified for removal (Proper will work with property own- <br />ers). <br /> <br />Roger Bye, 1240 Long lake Road, questioned storm sewer cost <br />(Proper indicated if half of his property slopes away from Long <br />Lake Road, he will be assessed $1600); and asked if it is legal to <br />back onto a sidewalk (LeFevere stated careful use of a sidewalk is <br />generally permitted) and suggested a wide apron. <br /> <br />Leonard stated a change in the structural design could be made; <br />anyone wishing to use the sidewalk as a turn-around would also <br />need a wider apron (up to 22 feet) between the sidewalk and the <br />roadway and residents were encouraged to contact Proper to be <br />included in that portion of the project. <br /> <br />John Myslajek, 1820 long lake Road, stated he does not believe it <br />is fair to have the road improved and is completely opposed to the <br />project; stated his and Novak's storm sewer lines are clay, due to <br /> <br />Page 5 <br />
